Everything shifts when Victor Castellano arrives. A connected Italian-American businessman with political cover and old money, Castellano has been engineering chaos — staging a federal raid, orchestrating a bombing that kills twelve people — to force both street crews into dependency. He wants their territory. He wants them as subordinates.

What follows is a war fought on three fronts simultaneously: against Castellano's resources, against Ghost Pierce's opportunistic street attacks, and against the corrupt federal agent Sarah Chen who has been on Castellano's payroll for years. Marcus outmaneuvers all three — turning Chen into a witness, flipping Castellano's own soldiers against him, and building a two-year documentation file that makes Castellano's arrest inevitable.
