Angel looked over in confusion, since Laplace wasn't planning to come, why is she here now? What changed Laplace's mind?

"Baltica met with Glaipnir. Glaipnir didn't plan to agree, but just as she was about to refuse, Luigi seized the opportunity, and she lost a move in chess."
"Thus, she agreed to Baltica. Since Glaipnir agreed, I naturally wouldn't refuse."
After hearing Laplace's reply, Angel not only didn't get clarity but felt like the question marks above his head were accumulating, almost forming a hat of question marks.
Glaipnir was playing chess with Luigi? Originally didn't intend to come, but agreed after losing? Why?
Could it be that Luigi made a bet with Glaipnir: if you lose, you'll agree to Baltica?
