Only the higher ups and special ops knew this, because the treaty is still valid and who ever attacked first and declared a war will be branded as a traitor to all shinobis and will draw ire of the other Hidden Villages. All the Kages were just waiting for less than a decade and once the treaty ends, the truce and temporary peace will also end. Thus, wars and massive fight will start again.
Mercenaries and Assassins were always hired during the pre-war season. They were usually hired to attack the opposing Village. These will weaken the enemy forces without using their own men. Because of this, the weapons of those Ninjas, Mercenaries, and Assassins who died on this skirmishes and small scale wars is for keeps. Some businessmen colludes with the survivors and they were buying or trading the spoils of wars. Those spoils of wars became the products that were sold in Surplus Shops and Black Markets. There were also blacksmiths and research facilities that were recycling those weapons to make a better weapon or they examines and make a weapon to counter the weapons from the enemy village.
For Cheapskates and Thrifty buyers, There's a haven for shopping for them. Basically, it's like buying more by paying less. Unless you prefer a better quality and brand new products, you can find the cheapest of the cheap products here in surplus shops.
There's a lot of Ninjas, Mercenaries, and Assassins gathered here. Strong or Weak, different types of faces from different walks of life. Everyone's busy looking for something good and cheap at the same time. You can hear seller shouting what they sell and you can also hear buyers that bargains with the seller. The transactions were really fast, once they both agreed with the price and item it's a deal.
