Humans coexist with the supernatural species of werewolves but are unaware of what they are. For humans, every pack is a separate community in that area, where only special and high-class people live. Not even good wealthy humans can buy a house there. It's just not allowed.
Eight of the 25 packs were located in North America, making it the largest community in the world. The council members, one for each pack living there, headed each nation. Their only responsibility was to uphold law and order and discipline those who disobeyed. They were typically only disturbed by more serious issues, such as those involving rogues and hunters or perhaps something that affected more than one pack. The alphas are in charge of all minor issues.
All of the council members appear to be of alpha blood, but they have been trained to be superior to the other pack alphas. The 25 members of the council are an all-Alpha pack known as the Countcilian pack, or simply Cc. In fact, their alpha is comparable to the werewolf world's king.
Compared to other communities, the NA community was somewhat unique. There, each pack was given a unique name based on its unique characteristics. The Fighters pack is the largest, strongest, and fiercest pack; the other packs are Stealth, Water, IQ, Trust, Faith, Talent, and Play packs, in ascending rank order.
In human form, training typically begins at age 10 and continues until age 12, when the person shifts for the first time. By the time their wolves appear, they can all focus solely on their wolf form because they are already proficient fighters in human form. Because of this, mates can be identified at a young age, but only marking is allowed at that age; full mating is not allowed until the female has her first heat at the age of 16.
