Hiruzen Sarutobi sat in tense silence, the cold realization of his predicament settling over him.
He was staring at a flawlessly executed political deadlock. Jin was an unassigned Chunin with zero official responsibilities. Hiruzen, as Hokage, could not legally punish a Chunin for the actions of an entire clan, especially when that clan had simply resigned from their posts en masse.
After a long pause, Hiruzen decided to abandon the pretenses. "Let us speak plainly, Jin. What exactly will it take for you to order the Uchiha back to their posts and restore the Military Police Force?"
"That is a matter for the Clan Head," Jin replied smoothly, immediately deflecting the responsibility back to Fugaku. "I do not command the clan."
Fugaku's face contorted with suppressed anger. He desperately wanted to assert his authority, to command Jin to stand down and restore order. But the bitter truth choked him: 'No one listens to me anymore.'
Recognizing his own powerlessness, Fugaku sighed and chose his default response: passive acceptance. "I cannot force them, Lord Third. The clan no longer heeds my orders."
Hiruzen's expression darkened. The conversation had circled right back to the beginning.
Fugaku wanted to resolve the crisis but lacked the power. Jin possessed the power but refused to act, hiding perfectly behind his low rank.
'I must break his legal shield,' Hiruzen concluded. The only way to hold Jin accountable was to force a high-ranking position upon him.
"Your talents are being wasted as a Chunin, Jin," Hiruzen said, forcing a benevolent smile. "I am prepared to issue a special promotion. I will officially elevate you to the rank of Jonin. Furthermore, I will have Fugaku formally transfer the title of Police Chief to you. With that authority, you can restore order to the village. How does that sound?"
It was a blatant trap. Once Jin accepted the rank and the title, he would become officially responsible for village security. If he continued to strike, Hiruzen would have the legal justification to arrest him for dereliction of duty.
Jin, fully aware of the snare, did not hesitate for a microsecond.
"You honor me too much, Lord Hokage," Jin said, shaking his head with an expression of profound humility. "But I must decline. I am acutely aware of my own limitations, and I know I could never pass the rigorous Jonin exams. A special promotion would be a grave insult to the hardworking shinobi who earned their ranks."
Jin placed a hand over his heart, his tone dripping with mock sincerity. "Konoha is built upon the Will of Fire. Fairness and justice are the cornerstones of our village. As Hokage, you must set the example. We cannot allow nepotism or unearned promotions to taint our system."
Hiruzen almost coughed up blood.
'The Will of Fire?!' Hiruzen roared internally. 'You, an arrogant, rebellious Uchiha, dare to lecture me on the Will of Fire?!'
He desperately wanted to smash his desk, but he was completely paralyzed. Jin's counter-argument was politically flawless. By invoking the Hokage's own ideology, Jin had trapped Hiruzen in his own rhetoric.
According to Konoha law, a Jonin promotion required either the shinobi's formal application (which Jin refused to submit) or a direct battlefield commendation for extraordinary merit (which Jin currently lacked). While the Hokage 'could' force a special promotion, doing so for a rebellious Uchiha who just lectured him on fairness would be political suicide. Jin would immediately march out and announce to the entire village that the Hokage was violating the Will of Fire to play politics.
Hiruzen sighed heavily, the fight momentarily draining out of him. 'I cannot outmaneuver him politically. He knows the rules better than I do.'
He set his broken pipe down. "Enough games, Jin. Name your terms. The village's security must be restored immediately. This is non-negotiable. If you allow Konoha to descend into anarchy, the civilian population and the other ninja clans will turn their wrath upon the Uchiha. If you are preparing for a civil war, Jin, I assure you... I am ready to oblige."
Hiruzen's aura flared, projecting the overwhelming pressure of a veteran Kage. For a fleeting moment, he resembled the ruthless 'God of Shinobi' from his youth.
Jin's eyes narrowed slightly. 'There is the old tiger,' he thought, preparing to lay out his meticulously crafted demands.
But before Jin could speak, Fugaku suddenly stepped forward, panic written all over his face.
"Jin, stop this madness!" Fugaku commanded frantically. "The security of Konoha is not a bargaining chip! It is the sacred duty of the Uchiha Clan! You must take responsibility and restore the Police Force immediately!"
Jin stared at Fugaku, utterly astounded by the man's sheer stupidity.
'I am literally in the middle of a high-stakes geopolitical negotiation to secure immense benefits for our clan, and you interrupt to surrender unconditionally?!' Jin wanted to strangle him.
Taking a deep breath, Jin threw his hands up in mock defeat. "Fine. If you say so, Clan Head. You are in charge. You fix it. I wash my hands of this."
Fugaku froze, his panic deepening. 'If I could fix it, do you think I'd be standing here begging you?!'
Hiruzen, witnessing this disastrous interruption, felt a massive headache coming on. While he completely agreed with Fugaku's subservient sentiment, the Hokage knew Fugaku's words held zero weight. Fugaku was actively sabotaging the only negotiation that could resolve the crisis.
'SLAM!'
Hiruzen slammed his fist onto the desk. "Fugaku, shut your mouth!"
Fugaku flinched, looking at the Hokage with profound betrayal. 'But... I was taking your side!'
Hiruzen ignored him completely, turning his intense gaze back to Jin. "Ignore him, Jin. Continue. Name your price. If it is within my power, and it restores the Police Force, I will grant it."
Jin nodded approvingly. 'Finally. A professional negotiation.' He deliberately coughed into his hand, adopting a tone of reluctant service.
"Lord Hokage," Jin began, "As a mere Chunin, it is highly inappropriate for me to meddle in matters of state. However, since you have appealed to my sense of duty, I am willing to try and resolve this crisis for the sake of the Will of Fire."
Jin paused, his expression turning grave. "But you must understand, the resentment within the Uchiha District is overwhelming. The clansmen feel targeted and abandoned. I cannot force them back to work with empty hands. They require a tangible gesture of goodwill from the village leadership. They need a reason to believe in the village again."
Hiruzen's eyes narrowed thoughtfully. 'He wraps his extortion in the language of the Will of Fire. Impressive.' Out of the corner of his eye, Hiruzen saw Fugaku open his mouth to interrupt again.
"Fugaku, if you speak one more word, I will have you removed," Hiruzen threatened coldly. Fugaku snapped his mouth shut, utterly humiliated.
Hiruzen turned back to Jin. "Very well. What exactly do you want?"
"It is not what 'I' want, Lord Hokage," Jin corrected sharply. "It is what the 'clan' needs to heal."
"Fine," Hiruzen gritted his teeth. "What does the clan need?"
Jin's gaze turned razor-sharp. He didn't hesitate. "Our ancestral land. The territory located directly to the left of the Hokage Building."
He was demanding the prime real estate the Uchiha had occupied before the Nine-Tails attack—the exact territory they were forcibly evicted from under the suspicion of treason.
"Return our original compound, Lord Hokage," Jin stated firmly, "and I guarantee the Police Force will resume its duties by tomorrow morning."
