Alexia didn't bother trying to root out all the spies Roseborn had placed within her forces over millennia, only removing a select few while keeping close watch on the others.
She'd rather keep them alive and under supervision than eliminate them and have Roseborn send more, forcing her to spend time and energy finding them again.
