By the end of the week, Hogwarts no longer felt like a school. It felt like a monitored facility. Pink parchment appeared overnight on every notice board:
Educational Decree Twenty-Eight:All faculty lesson plans must be pre-approved by the High Inquisitor.
Educational Decree Twenty-Nine:Unauthorized discussion of "mythic entities," "interdimensional structures," or "cosmic imbalance" is strictly prohibited.
Educational Decree Thirty:Students exhibiting "abnormal magical resonance" are subject to evaluation and containment.
Containment. The word spread through the castle like poison. Hermione was shaking when she read it.
"She's targeting Percy."
Ron didn't bother whispering. "She's targeting all of us." Harry's jaw clenched so tightly it looked painful. Percy felt the lake stir faintly beneath the castle stones. It did not like that word either.
Umbridge began with the staff. She observed Professor Flitwick and loudly suggested his "encouragement of creative magical expression" may be contributing to instability.
She interrupted Professor McGonagall mid-lecture and informed her that "transformative magic must remain within Ministry safety thresholds."
She smiled sweetly at Professor Snape and remarked that "Potions capable of amplifying magical output may require regulation."
Even Hagrid was not spared. She stood outside his hut, nose wrinkled, declaring his "influence over hybrid creatures deeply concerning."
Each time, she smiled. Each time, she wrote something down. And each time, the professors grew tighter, quieter, angrier. Dumbledore remained maddeningly calm. Which only seemed to irritate her more.
The wards changed next. Without consulting the staff, Umbridge ordered Ministry "stability enchantments" layered over the castle's ancient defensive matrix. They were rigid. Linear. Bureaucratically tidy. They did not account for ley lines.
They did not account for Aequor. They did not account for the absence pressing beneath the seal. Hermione realized it first.
"They're restricting natural magical flow," she said, pale. "They're compressing it artificially."
Ron blinked. "That sounds bad."
"It is catastrophic."
Percy could feel it. The lake no longer pulsed freely. It strained. Like a tide being forced through stone pipes. Harry looked toward the window.
"It's quieter again."
"Yes," Percy said softly.
"That's the problem."
The first crack came during Defense Against the Dark Arts. Umbridge had replaced practical lessons with reading from a Ministry-approved textbook titled Defensive Theory for a Civilized Society. "No need for dueling," she trilled. "Real safety comes from proper reporting structures."
Harry's quill snapped in his hand. Percy's hands twitched under the desk. Then every ink bottle in the classroom trembled. Students looked around nervously. Umbridge's smile froze.
"Remain seated," she said sharply.
The tremor deepened. The windows rattled.
Hermione's voice was barely audible. "The wards are interfering with the seal's flexibility."
A faint shimmer appeared above Umbridge's desk. Not large. Not dramatic. But wrong. The air above it thinned. A tiny sliver of absence flickered into view.
Several students gasped.
Umbridge stood slowly. "This is precisely the hysteria I have been addressing."
The shimmer widened. The edge of her desk began to fray, unmaking itself. Percy felt the lake surge in response, but the Ministry wards compressed the energy, redirecting it violently sideways. The ink bottles exploded.
Water burst from nowhere, slamming into the ceiling in chaotic spirals. Students screamed.
"Sit down!" Umbridge shrieked.
Percy stood. The lake roared inside him. Not anger, strain. He raised his hands. Water tore through the stone floor in a violent surge, answering him. Harry leapt to his feet. Hermione's runes ignited midair.
Ron dragged two first-years behind overturned desks. The shimmer pulsed wider. The Ministry wards crackled, forcing the magical flow into jagged channels. Percy tried to stabilize it.
But the pressure was wrong. Too compressed. Too rigid. The lake bucked against him. He felt something slip. For one terrifying second, he was no longer balancing.
He was commanding. The water surged violently outward, slamming Umbridge against the far wall. Her bow flew off. Her clipboard shattered. Students gasped in stunned silence. The shimmer sealed instantly under the sudden surge.
But the classroom was wrecked. Water pooled across the floor. Desks overturned. Walls cracked. Percy stood at the center, breathing hard, water suspended around him in trembling arcs.
Harry stepped toward him carefully.
"Percy."
The water trembled.
Hermione's voice cut through sharply.
"Release it."
Percy blinked. The arcs collapsed instantly. Water crashed harmlessly to the floor. Silence. Umbridge slowly pulled herself upright. Her face was blotchy and twisted with fury.
"You attacked a Ministry official."
"I stopped a breach," Percy said, voice unsteady.
"You assaulted me."
"I stabilized the rift your wards caused."
Her eyes glittered with cold triumph.
"You lost control."
The room froze. Students shifted uneasily. Percy's stomach dropped. He had. Just for a second.
Umbridge turned to the class, voice sweet again. "You see, children? This is what happens when unstable magical individuals are permitted unchecked influence."
Harry stepped forward immediately. "He saved us."
"Did he?" she asked softly. "Or did he endanger you further?"
Her gaze bored into Percy. "Educational Decree Thirty-One," she said crisply. "Mr. Percy Jackson is hereby placed under Ministry Magical Observation."
Ron swore loudly. Hermione looked murderous. Harry's knuckles went white around his wand. Two Ministry officials entered at once, wands drawn. Percy felt the lake recoil sharply beneath the castle. The absence pulsed faintly in response.
Umbridge smiled. "Until we can determine whether you are a danger to this institution," she said sweetly, "you will refrain from any magical exertion."
"You can't suppress him," Hermione snapped.
"Oh, I can," Umbridge replied lightly.
She tapped her wand. A thin silver band snapped around Percy's wrist before he could react. It hummed. Cold. Restrictive. The lake inside him went quiet. Too quiet.
Harry stepped forward, fury blazing. "Take that off."
Umbridge's smile widened. "Mr. Potter, one more outburst and you will join him."
The officials flanked Percy. Students watched in horrified silence as he was escorted from the room. The water on the floor did not move. But far beneath the castle, the seal strained, the wards hummed rigidly overhead.
And the absence pressed harder. Because balance had just been disrupted. By decree. That evening, alone in her office of lace and porcelain kittens, Dolores Umbridge carefully examined the silver restraint band.
"It responded magnificently," she murmured. On her desk lay parchment covered in copied fragments of ancient script. Beside it: another vial of dark lake water. She dipped the band briefly into the liquid.
It pulsed. Then stilled.
A thin smile spread across her face. "If one cannot control a gate," she whispered, "one may always learn to open it." The kittens on the wall blinked in eerie unison.
And somewhere far below, something answered.
