Chapter 42 - Chapter 40: Public Safety

The creature did not reach the surface. It didn't burst dramatically into the corridors. There was no spectacular battle in the dungeons. Instead, the disturbance stopped. Abruptly. The cold withdrew. The cracks sealed halfway. The wards steadied into rigid pink lines across the ceiling. And Dolores Umbridge took credit for saving the school. By morning, Educational Decree Thirty-Three covered every wall.

Due to a contained magical disturbance caused by unregulated resonance, the Ministry has successfully stabilized Hogwarts. Students are reminded that cooperation ensures safety.

Below it was a smaller notice:

Mr. Percy Jackson's temporary restriction prevented further catastrophic escalation. The Ministry thanks him for his compliance.

Compliance.

Ron nearly tore the notice down. "She's blaming you for it and praising you at the same time!"

"That's the point," Hermione said darkly. "She's rewriting the narrative."

Harry stared at the pink parchment like it had personally offended him. "She's isolating him."

Percy flexed his wrist. The band was still there. Still humming faintly. But the lake wasn't silent anymore. It was agitated. Something had slipped through. Small, but real. And Umbridge knew it. She began "Safety Assemblies" that afternoon. Every House, one at a time, summoned to the Great Hall.

She stood before them beneath floating pink banners that read: MINISTRY PROTECTION ENSURES PROSPERITY

Her voice was honey. "Children, you experienced a minor magical fluctuation yesterday. Thankfully, due to prompt Ministry intervention, no harm occurred."

A Ravenclaw raised a hand. "What caused it?"

Umbridge's smile did not waver. "Overextension of unstable magical output."

Her eyes flicked to Percy. Murmurs spread.

Harry stood abruptly. "It wasn't him."

"Sit down, Mr. Potter," she said sweetly.

He didn't. "You layered wards over ancient magic without understanding it. You compressed the seal."

The Hall went silent. Umbridge's expression hardened just slightly. "Ancient myths are no substitute for governance."

"It's not a myth," Hermione said loudly.

The pink banners fluttered violently overhead. Umbridge's wand appeared in her hand in a blink. "Educational Decree Thirty-Four," she said calmly. "Any student spreading panic through unverified magical conspiracy will face disciplinary review."

She turned back to the Hall. "You see how quickly hysteria spreads?"

Percy felt something twist inside him. Not the lake, Guilt.

Students were looking at him differently now. Not all. But enough. Unstable. Containment. Danger. The narrative was working. The professors pushed back next. McGonagall confronted Umbridge outside the Great Hall. The argument was not quiet.

"You imposed experimental wards over foundational enchantments centuries old!"

"They are Ministry-certified stabilizers."

"They are bureaucratic bandages!"

Snape watched with thinly veiled interest. Flitwick looked deeply troubled. Dumbledore said nothing. Which infuriated Umbridge more than shouting ever could. She escalated.

Educational Decree Thirty-Five: The High Inquisitor may place faculty under probation for undermining Ministry authority.

The staff room went cold. McGonagall's eyes flashed. Snape's lips twitched faintly. Hagrid cracked his knuckles audibly. The line had been crossed.

Meanwhile, in her office, Dolores Umbridge worked by candlelight. Not pink candles now. Green. On her desk sat the silver restraint band's twin. Empty. Beside it lay a thin crystal vial filled with shimmering lake-water energy siphoned from Percy's suppression. She dipped her quill into it instead of ink.

The runes copied from Hermione's notes began to glow faintly. Not fully formed. But aligning. She had miscalculated the compression. She knew that now. The seal had flexed unpredictably. Something had slipped through. But that wasn't failure.

It was confirmation. The barrier was real. The absence was real. And more importantly, it could be forced. She examined a new parchment.

A list.

Coral fragment (aquired)

Resonant conduit (acquired)

Bloodline catalyst (pending)

Full siphon threshold (in progress)

Her lips curled. "If the seal requires instability to open…" she murmured, "…then instability can be arranged." She sealed the parchment with the Ministry crest. Tomorrow, she would send an owl. Not through official channels. There were wizards who dealt in rare magical components. Wizards who feared the Ministry. Wizards who could be persuaded.

Her smile returned. Not sweet. Predatory. The next crack in the castle was deliberate. Defense Against the Dark Arts again. Umbridge had installed new "magical dampeners" along the classroom walls. Small brass plates inscribed with Ministry seals. Percy felt the band on his wrist pulse the moment he entered.

The dampeners were connected to it. Siphoning not just him, but the room. Harry noticed too. "She's increasing the pressure," he whispered. Hermione's eyes widened. "She's trying to trigger another flex."

As if on cue, a tremor rippled through the floor. Not from Percy, from below. The lake reacted sharply to the dampeners' draw. The wards tightened. The air thinned again. Umbridge did not look surprised. She looked expectant. "Remain seated," she said.

The shimmer reappeared above her desk. Larger than before. Darker. Students backed away instinctively. Harry stepped forward. Percy clenched his fists. The band flared, draining him instantly. He staggered. The shimmer widened another inch. Umbridge watched it like a scientist observing a specimen.

"Fascinating," she breathed.

A shadow moved inside the distortion. Not fully formed. But visible. Watching back. And then, it lunged. Not through the shimmer. At it. The barrier snapped violently inward. The wards screamed in protest. A shockwave blasted through the classroom, shattering every dampener plate at once.

The silver band on Percy's wrist cracked down the center. Energy backlashed. The shimmer sealed abruptly. Silence fell. Desks overturned. Students sprawled. Percy collapsed to one knee, gasping, the lake roaring fully back into him for the first time in days.

The band fell from his wrist in two useless halves. Water surged instinctively around him, steadied under his control.

Harry grabbed his arm. "You good?"

Percy nodded slowly. Umbridge stood amid the wreckage. Hair disheveled. Bow missing again. Face pale. But smiling. Smiling. "Educational Decree Thirty-Six," she said faintly.

"Mr. Percy Jackson is to report directly to the Ministry for full evaluation."

The room froze. Hermione stepped forward instantly. "You can't remove a student without Board approval."

"Oh," Umbridge said softly. "The Board has been informed."

Dumbledore appeared in the doorway. Calm. Terrifyingly calm. "I believe," he said mildly, "that removal of a student requires my consent as Headmaster."

Umbridge's smile twitched. "For now."

Their eyes locked. The power in the room shifted. This was no longer about Percy alone. It was about control of Hogwarts itself. And Umbridge had just overreached. But not enough to fall. Not yet. Because as Percy steadied the water around him, he felt it again. Beneath the lake. Stronger. Closer. Something had crossed further this time.

Not through, but into the threshold. And it was learning. Umbridge felt it too. Her gaze flicked briefly downward. Satisfied. She had not stopped the breach. She had widened it. And next time, she intended to open it completely.
