Rio's eyes widened in surprise after hearing those words; if that higher being has itself said that it doesn't know, then these fragments really are far too mysterious.
He wasn't worried that such a powerful being would lie, because its every word would stir the 'Law' of 'Truth and Lie,' making it difficult to lie.
Thus, either that being wouldn't have talked about the fragments, or they would have spoken the truth; they didn't have the option to lie.
This is a way of restricting the strong by the 'laws' of the 'world.' The same situation happened in the original novel, so Rio knows about it.
"Then, how do you know what to use these fragments for? Why are you collecting them?"
