– Charles 'Charlie' Barnes –
I won't deny, as annoyed as I might have been to be dragged here, spending an evening showing off to the oohs and aahs of Miss Militia and Glory Girl is worth it. Even Brandish looked impressed in that 'Karen who got to talk to the manager' kinda way. I don't know if it is the hair, the look in her eyes, or just her clipped tone and posture, but she does scream Cape Karen to me.
Or maybe I'm just nervous that her lawyer sense can tell I've beaten it to porn of her before. Okay, I've beaten it to porn of all four of the heroines in the room, but I swear Brandish has a secret thinker power that's telling her all my secrets. Or she just saw me checking out Glory Girl's ass when she was playing with Floodhound.
"So, Wards, huh?" Vicky asks, slightly drenched from fighting a water dog, but beaming all the same. I'm mildly disappointed that the internet deceived me, because her white costume does not turn translucent in the rain. I fucking told Greg those pics were fake, but did he listen?
"Yup. Dad's orders," I shrug. "Turns out you can only turn so many sisters into frogs before they take the choice out of your hands."
"Anne, right?" Amy asks, stroking the Foul Watcher's feathers. "I was busy when they asked and she checked out before I could get to her."
"Yeah, that's her. It's not like there were any side-effects and she even found it funny once she stopped freaking out but it meant Mom and Dad tag-teamed me and strong-armed me into joining the Wards," I admit with zero hesitation.
I don't have to pretend to be happy to be here. As we've been doing the testing, I've been considering how the fuck to handle this mess I've been dropped into.
I could go rogue, but again, it just doesn't seem like a viable choice. I don't trust that my identity won't get leaked if they don't have a reason to protect it, and running around the city with powers that are clearly in high demand is just asking for a less friendly recruitment. What if the gangs target my family?
And again, I could be the rebel and make them regret having to deal with me, but to what end? It'd be downright childish. That's more of Emma's thing than my own. She's the petty one, and I won't lower myself to her level.
But at the same time, I'm not going to pretend to be thrilled to be here. I'll play along, put in my hours and work out how this Wards thing works, because while Dad can sign me up to the Wards, he can't force me to graduate into the Protectorate in two years when I turn eighteen. One year and three months, actually.
So, my plan is simple. Use these fuckers for all they're worth while I get more cards, grow my deck and get used to this cape business. I don't have to tell them all my new cards, just enough that they don't get suspicious. I can keep any… problematic cards that would be forgiven to myself, ready for whenever I might need them.
The biggest issue with the Wards is the limitations. You hear former Wards bitching about it all the time, and Vista's bitterness is well known for those who follow the cape scene. She is the cutesy team mascot, when she is probably the strongest Shaker on the East Coast. You never see her actually being allowed to do anything, even in situations where having such a bullshit Shaker would be game-changing. The Youth Guard are equally infamous and practically cursed by former Wards in the same way you'd expect them to speak about the S9 or Endbringers.
Brockton Bay is infamous for being more lax when it comes to Wards engaging the gangs and minor villains. If this were New York or Chicago, I'd be far more sidelined. Shit, I can already see the world where they turn me into a fucking buff dealer, sitting on my ass giving Arcane Flight and Ghostform to the Protectorate Heroes.
But again, they don't know how my power works, do they? As long as I'm smart, they won't have a reason to suspect that I've kept some toys for myself. If I'm very smart, I could be a Ward and an Independent if I get the right cards for it. Either way, the point is that the Wards are a 'safe' place to master my powers and grow stronger, and I can deal with just over a year of this before cutting my leash and running free.
Plus, it's a year to build connections and work out where I stand on the infamous power-scale of the Cape scene, to work out who I want to work with in person. Dad always talked about the importance of making connections. It's a hell of a lot more reliable than going on second-hand information that mostly came from Greg fucking Veder.
If I picked wrong because Greg was biased towards his cape waifu, I'd have to fucking kill him.
"Don't look so glum, it's not that bad," Vicky laughs, bumping me with her shoulder. "They're great people, you'll love them. Are you meeting them tonight?"
"I have no idea," I admit with a shrug. "Dad just told me he'd arranged for power testing, and here I am, testing my powers. Shit, I don't even know if I'm being signed up today."
You know, if he weren't so determined to make all my decisions for me, I might not even mind. The Wards aren't a bad decision, but I would have liked it to be my decision. I did say as much to him, and Mom listened at least, but Dad did his usual 'I'm a lawyer, and I know better' voice while speaking about parental responsibilities and obligations.
Still, if this all goes to shit, at least I have someone else to blame, right? Hey, wasn't my idea for me to be here. Here's my father's business card. Please direct any and all complaints to his office.
"Ouch, that bad?" Vicky asks, looking genuinely sympathetic. "At least I had the benefit of being in a cape family, but I guess that means I had just as little decision, now that I think about it."
True. I can't imagine being born into New Wave gave her many options on what to do after she got her powers.
"For the record, we do plan to introduce you to the Wards today," Miss Militia explains with that crinkle smile again. Much like the Deputy Director, I get the feeling that she both knows that I don't want to be here and also understands how to deal with unruly brats like me. "I'll be taking you to meet them after we finish up here, if that's alright with you."
"Works for me," I shrug. "Aegis is the one in charge, right?"
"That's correct," Miss Militia says, giving me an approving look. "Triumph has recently graduated to the Protectorate. Not many people know that, most think he's still a Ward."
"I have a friend who's a big cape nerd. If there's a change in the BB cape scene, I'll learn about it whether I want to or not," I reply with a snort. "It's Aegis, Clockblocker, Gallant, Kid Win, Shadow Stalker and Vista, right?"
"You missed Browbeat," Glory Girl points out.
"...who is Browbeat?" I ask, blinking.
"A fairly new member, he debuted recently, but he's transferring out of Brockton Bay," Miss Militia explains easily. "There was a shuffle, and we're getting some transfers and sending some to other cities. It's not uncommon."
Huh. You can just transfer to a less shitty city? Something to consider. Not my first option, when my friends and family are here, but it's something to keep in mind, all the same.
"Wait, who is Brockton Bay getting?" Vicky asks, curious as she hovers off the ground a few inches.
"Flechette from New York. There have been concerns over certain New York villains obsessing over her, and she's decided to transfer away to attempt to put some distance between her and her self-proclaimed rival, as they are becoming increasingly homicidal," Miss Militia explains. Vicky lets out a sound of recognition, but I swear I feel her infamous 'aura' pulse for a second.
Wait, didn't Greg say she was in some love triangle with Gallant and some dude called Dan? Or was it Dean? Man, what am I saying? I do not care about cape romance unless the male cape involved is me. I'm not getting involved in any damn love triangles.

[Patrician Geist]
Effects: Flying, Spells can be cast from your graveyard for an increased mana cost. All Spirits are stronger while Patrician Geist is on the field.
He rides in agitated circles, snapping orders at servants who've long since found their peace.

"Oh hey, new cards," I say, making my decision. Neither are worth hiding this time, since Patrician works with my Stormbound Geist and I need to summon the maze to get any value. It's not like they'd believe this one was anyone but me after the island.
The disbelieving stares make me hide a smug look, flashing the card as the patrician geist comes forward. Like the Stormbound Geist, his 'form' is made up of a robe that holds form without anyone inside it, but his is far more elegant, white with a gold trim, silver chains wrapping around him with lanterns attached.
Oh, and he's riding a flying horse ghost that's also covered by cloth.
Vicky breaks first, snorting to herself as I beam.
– Emily Piggot – Later
"With all due respect, Ma'am, I don't think that's smart," Miss Militia admitted as she looked over the file.
"Explain," Emily replied bluntly.
"Charlie is, well… a typical teenage boy. He seems nice enough, but he's clearly upset at his father forcing him into the Wards," Miss Militia reported. "While we have his parents' signature and could force him into the Wards, I think it would be smarter to take a slower approach so it's his choice."
"Maybe," Emily admitted, despite her visceral reaction to the idea of a monster-summoning teenager in her city. "But it's out of my hands. The Chief Director wants him in the Wards last week, and while Barnes has a high opinion of his own legal skills, he's basically signed Charles over to the PRT."
She didn't know why Costa-Brown had been so insistent after the island incident, but she knew that if she had Charles on the hook, then let him go, after being ordered to get him in, Costa-Brown would destroy her. She didn't trust that anyone else could handle her city, and wasn't about to destroy her career and risk all her work going down the drain if someone like Tagg took her place.
"What's your full opinion on him and his powers?" Emily asked, pushing the file away.
"Powers-wise? He's a power multiplier in ways that Othala couldn't hope to achieve. His summons have city-wide range, allowing him to use them without placing himself in danger, meaning we can sidestep the Youth Guard, and his buffs and 'spells' are incredible," Miss Militia admitted. "Personality-wise, he's a fairly average nerdy teenage boy. On the shy or quiet side, isn't fond of too much attention but makes an exception when the attention is coming from attractive girls. Incredibly well composed for someone who should have had a Trigger event last week. I carefully pressed him on it, but his story remained the same. He just woke up with powers and no idea why. If he's a liar, he's a very good one, but I don't believe he is. He's angry at being forced into the Wards, but doesn't actually seem to have any issues with the organisation itself."
A rebellious teenage boy, angry at his father making decisions for him, then?
"And New Wave?"
"I don't know. They don't recruit from outside the family, but Brandish was certainly interested in his powers. You know how hard it is to get Panacea's time, but she overstayed her booked time by almost an hour without Brandish saying a word," Miss Militia admitted. "Charlie has some minor history with the Dallons through his father's work, and got along well enough with Glory Girl and Panacea. Seemed nervous around Brandish, though."
"Most are," Emily replied with a soft snort. "Glory Girl's active hero life and Panacea's reputation have begun to bring New Wave back into the spotlight for the first time since Fleur's death. Brandish might be looking for a resurgence, and grabbing a new Trump would certainly help."
And New Wave had the attractive women that Miss Militia was talking about. While she couldn't care less about the dating life of the teenage capes of the city, she would have to be blind and dumb to not know about Glory Girl and Laserdream's popularity with males, both heroes and otherwise. Could she get away with ordering Gallant not to follow his usual pattern and break up with Glory Girl? Probably not, but it would help to keep her taken so she'd be less alluring to Charles. She'd seen enough stupidity to picture the PRT losing Charles because he ran off to New Wave, hoping to shoot his shot with a recently single Glory Girl.
"But he's been cooperative?" Emily continued, frowning. She didn't want a monster summoner anywhere near her city, but fate rarely gave you what you wanted. If she had to have Nilbog the Second in her city, it would be under her command, where she could make sure he didn't go off the rails.
"He has," Miss Militia confirmed. "I get the feeling he's treating this almost like a chore his family are making him do. I doubt he'll be enthusiastic about heroism, but as long as we treat him with kid gloves, he doesn't seem like he'll be a problem either."
So, he'll do the bare minimum? Honestly, an improvement over some of the capes she already had. It sounded like he'd try to stay out of trouble, at least. The issue was that he turned eighteen in just over a year, and a lack of commitment also meant he'd be less likely to graduate to the Protectorate itself.
"You're holding something back," Emily pointed out, watching Miss Militia stiffen before she sighed.
"I didn't want to say it because it isn't really my place, but I have… doubts about Armsmaster's ability to handle Charles. He has a bias against Trumps, and Charles' powers constantly developing are going to… aggravate that bias," Miss Militia admitted. "Or, alternatively, Armsmaster will likely try to get Charlie to use his buffing cards on him while sidelining Charlie entirely. Charlie seems reasonable, but well..."
"He's a teenage boy, and someone else getting all the praise and attention for his work is only going to end poorly," Emily finished with a grim smile. She could see Miss Militia's point all too clearly. Armsmaster's dislike for Dauntless was well known because Armsmaster didn't have the social tact to hide it, and for someone so eager for glory, Charlie would be all too tempting as a way to increase his power and 'efficiency'. Armsmaster probably wouldn't even really mean anything by it, it was just his personality.
"Exactly. Plus, Charlie was more cooperative with me than he was with the Deputy Director. Don't have enough information to see whether it's a matter of gender or if he is just a fan, as he certainly is of Glory Girl, but-" Miss Milita trailed off.
Charlie was a teenage boy. Orders sounded better coming from the mouth of an attractive woman.
"How into the Cape scene is he?" Emily asked.
"I'm not sure. He has a decent amount of knowledge, but claimed it was from a 'cape nerd friend'. Might have just been lying to look less nerdy to Glory Girl," Miss Militia answered. It was easiest when the Ward recruit was the type who had posters of heroes on their walls. Charlie could be playing it cool, but it wasn't like they had a way to check without scouring his internet presence.
Half the reason they focused so much on PR was to make sure new Triggers started with a positive image of the PRT and its heroes.
"And he got another… 'land' card?" Emily asked, looking out of her window at the eyesore, which was the large stone tower they still couldn't get into.
"He does, it summons a hedge maze that prevents anyone from flying over it and provides 'blue and green mana'," Miss Militia reported, looking embarrassed to have to call it that.
"Have him summon it on the island where his 'mystic sanctuary' is," Emily ordered, seeing her surprise. Obviously, Emily wasn't thrilled by any of this but she was, at heart, a realist. If she ordered him not to use them, someone above her would order her to change her mind. Costa-Brown was interested in Charlie for reasons she couldn't comprehend, and she'd counteract Emily's orders. She needed Charlie to listen to her, and having someone change her order would make her seem like a weak leader whom he didn't have to listen to. She knew how chains of command worked well enough to know that the moment someone higher up the chain countermanded your orders, all of your orders were worth less to everyone else. She didn't have the benefit of being an attractive heroine to get the hormonal teenage boy to actually pay attention.
If it was going to happen either way, it was better that it happened on her orders. Charlie, like most Wards, was inevitably going to rage against the restraints the Wards placed on their underage heroes, but she could delay the inevitable and plan to lessen the damage.
"Take him to meet the Wards. I'll take your suggestion into consideration. We've had complaints from the Youth Guard about Armsmaster not spending enough time with the Wards, especially Kid Win, so they'll support assigning another Protectorate hero to watch the Wards," Emily said. "I take it you won't mind taking that position, if it comes to that."
"No, Ma'am," Miss Militia responded instantly. It was why Miss Militia was her favourite, if she had to pick. She was the most obedient and dutiful. "I'll take him right away, we don't want it to get too late."
Miss Militia didn't mention the Youth Guard, but she didn't need to. They were already on Emily's ass about Vista pulling more hours than she was supposed to. Not enough to go into the illegal side, but Vista had gotten good at working out exactly how many hours she could put in before she was breaking any rules.
Emily didn't stop her because Vista was able to speed up deployments of other heroes considerably by crunching the space between them and their destination. It wasn't a skill they advertised, but a very useful one all the same. She didn't need the villains to work out that Vista played a large part in their deployment speed.
Nobody would openly attack a Ward, but this was Brockton Bay and she always expected the worst.
– Sophia Hess (Shadow Stalker) –
Madison was a freak, but that wasn't anything new. What was new was the fact that she actually had a point for once, as stupid as it sounded. They needed Charlie to have no reason to listen to Hebert when she crawled out of whatever hole she was in; they needed him on their side, and fucking him was probably the best bet.
Charlie was not her type, because she'd never usually associate with someone who was besties with fucking Veder. She didn't like nerds, but he was at least fairly hot. It kinda put her off how much he looked like a male Emma, but she could handle it.
The alarm blared, warning them that someone who didn't know their identities was coming down. Vista perked up, eager to meet the newest member of the geek squad, her mask already in place. Gallant left his off, because he was a fucking goody-two-shoes white knight eager to show the newbie how welcome he was. Aegis straightened up because becoming the new 'captain' had given him one hell of a delusion about his own importance. He became the leader because he was the oldest, that was the only fucking criterion, but you'd think he was personally picked by the Triumvirate with the way he treated it.
"Sophia, your mask," Aegis hissed as the elevator came down. She just rolled her eyes at him, getting a confused look that amused her. They all looked confused at her refusal to mask up, and she was glad that Kid Win and Clockblocker weren't here to make stupid fucking jokes.
"The alarm tells the Wards to mask up," Miss Militia's voice explained as the doors opened, and once again, Sophia was amused to see her miss a step as she entered with Charlie, who was wearing a generic mask they gave to capes who didn't have their own. "Usually."
"Sophia?" Charlie asked, pausing midstep as he looked at her in surprise.
"Surprise," Sophia drawled, not bothering to get up from the couch.
"I fucking knew Emma told you," Charlie snorted, looking entirely too pleased with himself. "Guessing Dad knows, too?"
"Yeah, he was my lawyer when I joined up," Sophia admitted, enjoying the confusion from the other Wards. Miss Militia gave her a proud look that almost made Sophia shudder. Well, if she was doing this, it was better that the PRT thought she was going along with it for their sakes anyway.
"You two know each other?" Vista asked, sounding almost disappointed. Aw, did the lil bitch not like that Sophia was on better terms with the new kid than her?
"She's my sister's best friend," Charlie admitted, pausing before he sighed and pulled off the mask. "Ah, screw it. That thing was uncomfortable anyway. I'm Charles, or Charlie, and I'm joining up with you. Don't have a hero name or costume yet, got my powers last week."
"Didn't know Stalker had friends," Vista muttered under her breath, head turned away from Miss Militia. "It's nice to meet you, Charlie. I'm Vista, but you can just call me Missy."
"Gallant, or Dean. Vicky had good things to say about you," Dean greeted, giving him a firm handshake.
"Wait… okay, one, she's gossipping about me already? She left like ten minutes ago," Charlie asked, getting a laugh from Dean and a nod as he lifted his phone.
"Nothing private, just praising your powers," Dean promised.
"Second, does this mean your entire infamous love triangle is between you, Vicky… and you?" Charlie asked again, making Dean snort.
"Vicky isn't as subtle as she thinks. We both go to Arcadia, and we're openly dating there but she keeps flirting with me in costume. I'm pretty sure most people just pretend to not know I'm Gallant at this point," Dean admitted with that boyish grin of his. It always made her want to punch one of his perfect teeth out. At least she got to watch Vista sink into herself at the reminder that her white knight was fucking Glory Barbie.
"And I'm Aegis, or Carlos," Aegis cut in, taking his mask off. "I've heard a bit about your powers, and we're lucky to have you. Glad you're joining the winning side."
Yeah, so he could sit on his ass on console duty and do useless PR patrols. What a fucking joke.
"A pleasure. Nice place," Charlie admitted, looking around the admittedly somewhat messy Wards' quarters. They'd been forced to tidy up a little, but having this many teenagers hanging out here meant it was usually a mess anyway.
"It's usually worse than this. Kid and Clock were sorry to miss you, but they both had family business," Aegis explained.
"If it's fine with you, Charlie, I'm going to head upstairs," Miss Militia said with an eye-smile. "So you can meet your new teammates without me lurking in your shadow."
"That's fine, thanks for the ride," Charlie said, giving her a wave. Miss Militia gave them all a proud look, before turning and leaving.
"So, what can you do? Not all of us have gossiping girlfriends, best friends or access to the secret Wards Leader chat," Vista asked, giving the rest of them a 'playfully' angry look as she reluctantly pulled off her own mask.
Sophia knew she wasn't bothered about Charlie seeing her face for identity reasons, but because Missy looked like a child. No matter how much she tried to claim she was an experienced cape, she was very clearly a pre-teen girl with that same cutesy look that Mads had.
Charlie went to speak, before he got a small smirk and gestured with his hands, four cards appearing in his grip, face down.
"Pick a card, any card," Charlie said playfully, watching Vista hesitate before she rolled her eyes and went for the middle one.
"It's… a water dog?" Vista said in confusion before the card flashed and vanished, a low-pitched woof sounding out as the dog Emma told her about appeared in front of Vista, who gasped before lowering herself down onto one knee to examine it closer, petting it gently before she let out a sound of delight.
"A projection type Master, then?" Dean said with an impressed look.
"Partially. I have multiple types of cards. Floodhound is one of my monster cards, but I also have 'spell' cards. No real attacks, but buffs and CC effects," Charlie explained.
"CC?" Vista asked, but Carlos laughed.
"Crowd Control. Gamer?" Carlos asked, getting an easy nod from Charlie. "Kid and Clock will be happy, they're always looking for more people to play with."
As he spoke, he nodded to the TV set up, with three different consoles in front of it.
"So, Myrddin with cards?" Vista asked, looking impressed.
"Nothing quite so impressive yet, but I'm a Trump and keep getting more cards. My best at the moment is Dismiss. It just lets me turn off a cape's powers for sixty seconds," Charlie said proudly, getting the right amount of oohs and aahs from the sheep.
Still, that was… more than she thought he could do. Emma either didn't know as much as she thought or had downplayed her brother's powers. Could be either with Emma, since Sophia knew her friend was pissed at her nerdy brother getting powers instead of her.
It just confirmed what Sophia was already thinking. She needed Charlie on her side because the stronger you were, the more people listened. If he were truly a Trump who could just 'fuck you, no' other capes, the PRT would practically suck his cock to keep him happy.
So, she needed to beat them to the punch.
– Lisa Wilbourne (Tattletale) –
"Oh yeah, he's pissed," Lisa snorted. Coil didn't respond, waiting for more as she watched the secret recording of a Ward's power testing. How did Coil even get this? Sure, it was one thing to have moles, but getting the information this quickly? "He's slightly heroically inclined anyway, wants to impress the pretty girls, but he's bitter as fuck. Not his choice, Dad made the call without even telling him anything. He'd have joined the Wards without it, but now he's being petty, and he's more likely to act out because of it. Double-M caught on, she's a smart one."
"And his powers?" Coil asked, his tone pleased.
"He was surprised by the cards appearing during the Power Testing. Didn't see it coming, nothing he did. His powers are the real deal, though, great variety, especially if they keep growing," Lisa continued confidently. "The 'monsters' aren't so impressive. The Watcher is probably his best for pure surveillance purposes; he could be watching anywhere in the city without leaving the Wards HQ. But the buffs? Give Armsmaster Ghostform and Arcane Flight and he'd be a menace, same for any experienced hero, to be honest. It means the PRT can swap around who has them, meaning any hero could suddenly be able to fly or turn incorporeal. Hell of a surprise, bitch to plan against."
"Can he be turned?" Coil asked. "By us or any gangs."
"Ehhh. I've looked over his social media, PHO posts and more. Empire has no chance; he kinda hates them for giving rich white guys a bad name. ABB is also out for obvious reasons, and he sees the Merchants as… well, what they are, pathetic," Lisa shrugged. "As for us? He doesn't need money, but he wants the attention more than he thinks. Being a hero will give him that better than being a petty thief."
"But it's possible?" Coil asked.
"Maybe. If something happened to make him dislike the Wards more. Honestly, his Dad did us a favour because Charlie's starting with a worse opinion," Lisa admitted, going over the files she'd been sent, her eyes widening at one of Piggot's emails. "Man, Costa-Brown gave the order? What did he do to get her attention so quickly?"
"I don't know, and I do not like not knowing," Coil admitted. "If you approached him, would he tell the PRT?"
"I… don't think so. He's not sold on the Wards, probably planning to bide his time. It's the smart play; all he has to do is wait for his powers to grow while the PRT babysit him and keep him safe. I think… he's planning to hide some cards. He hesitated when he got his newest ones. He was going to hide them, but decided against it, probably because his horse-riding ghost buffs his storm one," Lisa mumbled, rewatching that moment a few times. He was thinking about something, conflicted, before he relaxed. "The Undersiders are villains but minor enough to not get him on edge immediately."
And she was his type, from his internet searches. She didn't say that, not wanting to give Coil ideas.
"Approach him. I want him more… flexible toward villains. Do what you have to," Coil ordered.
Coil expects you to seduce him.

I have a Patreo n, where my supporters can vote on which fics get bonus chapters each cycle and have access to advance chapters, up to fifteen chapters ahead of the public release. Patreo n is also five chapters ahead and plat/diamond tier have voting rights for my Quest. Feel free to check it out.
I also set up a Subscribe Star as well, more or less just as a backup/test to see which I prefer. The chapters are available on Discord if you're a Patreo n and on the site directly on Subscribe Star due to the different site rules, so if you don't use Discord or have issues finding the chapters, Subscribe Star is the better choice.
