Sakazuki had an extremely overpowered Devil Fruit. So, he simply focused on his physical strength and Haki. Instead of creating fancy attacks, he just smashed his Magma fist into his opponent.
Kizaru had overwhelming speed. This was his specialty, making it almost impossible to hit him unless he was caught off guard.
Unlike Kuzan or Sakazuki, who relied on their two colors of Haki during battle, Kizaru solely relied on his Devil Fruit abilities.
Luffy had fought all three admirals, so his tactic was simple.
The moment he passed through a barrage of laser beams, before Kizaru could react, Luffy coated his fist with Armament Haki.
A smile appeared on his face as he grabbed Kizaru by his face. For a moment, Kizaru was reminded of Garp as he tried struggling.
But Luffy released his strong Conqueror Haki and made him unable to activate his Devil Fruit.

He slammed Kizaru towards the sea, and he threw him with so much force that it was almost impossible for Kizaru to escape.

Sea water wouldn't eliminate his Devil Fruit, but it would weaken it to a great degree.
