Even as a Seventh Rank True Immortal, one such as him can only use the Great Dao to protect himself against destiny and prevent the Heavenly Emperor from divining fate.
To encompass the entire Western Eight Heavens with a Great Dao to resist destiny would likely require at least Eighth Rank power or an Innate Great Dao that specifically counters destiny.
