This system can't be considered bad, but it will definitely lead to numerous issues. These power holders will be assassinated, their policies distorted, their will unable to be implemented—even the greatest leader cannot achieve that. The entire social order has too many forces capable of feigning compliance, capable of distortion and exaggeration, and these power holders can only compromise.
Earth is a world of compromises, filled with coordination and a sense of "almost good enough," which leads some to resist and question, preferring that nobody governs and everyone manages themselves, which is the origin of anarchism.
But Terra is different.
