The boat in front was a fishing vessel, with a red flag fluttering above it.

Its flag was white, with a red circle in the middle.
If an archery enthusiast were here, they'd probably feel that itch in their hands seeing this flag—after all, the bullseye is painted red.

Clearly, the one in front is a domestic fishing boat, and the one behind is a Japanese patrol vessel.
Judging by the speed of the two boats, the fishing boat sits lower in the water, so it's a bit slower, and will eventually get caught up.
