One example was how a lot of the Balancer schools were private and were often recognised as deeply religious schools, giving them more privacy and making them less influenced by the outside world.
There were some schools that taught Watchers, but the others were taken in by those church influences to be taught enough to join Balancer organisations or families.
Those who did not join such influences would either continue to remain with the Eternal Balance Church, or they would go on to live their lives reporting what they encountered so that information would continue to reach the Elder Council.
