The Pokémon created by Arceus each have different personalities and appearances.
Mischief-loving ghosts, gentle-natured plants, animals of all shapes and forms.
Strange metals and rocks—ranging from living creatures to inorganic matter, from birds to beasts—every kind imaginable exists.
There are cute, egg-shaped Pokémon; beastfolk that make furries rejoice; even a lump of sludge or a cloud can become a Pokémon created by Arceus.
No matter which one it is, Arceus has never given an evaluation of "dislike."
"It's not the kind of dislike you're thinking of. It's just that this one's self-awareness is a bit too strong."
Naturally, Pokémon also differ in strength, and these are vast gaps they're born with. Pokémon like Caterpie, once created, would never harbor any thought of resistance toward Arceus. Just releasing a little more aura would be enough to knock them unconscious.
Stronger Pokémon, after years of training and in coordination with top-tier Trainers, might have a chance to contend with Legendary Pokémon, and such rare individuals may only be one in an entire species.
As for a certain "One-ball superhero", one can only say that protagonist aura is invincible anywhere. [TN: "One-ball superhero" usually refers to Goh, the male protagonist of the Pokémon Journeys anime, who is known for his incredible ability to catch Pokémon with a single Poké Ball. This nickname is often used by fans to refer to Saitama, the protagonist of the One-Punch Man series.]
Mythical Pokémon and Legendary Pokémon maintain the same attitude toward Arceus, but they already possess more subjective awareness. Giratina respectfully addresses Arceus as the Father God, while Rayquaza calls him the Creator.
Moreover, when Arceus falls into an out-of-control state, they would not blindly follow him, but would instead try to stop his mad behavior.
What Arceus now intends to create is the Pokémon with the strongest individual capability and the highest degree of self-awareness - Regigigas.
The King of the Legendary Giants, the "Toilet King," the pinnacle of its family—it even possesses a portion of Arceus's authority of creation. [TN: They are called Toilet Family by chinese fandom because even though they are legendary pokemon, they are weak to Fighting-type moves which are widely used moves.]
"That still doesn't quite add up. You haven't even created it yet, how can you be sure you don't really like it?"
"Probably because of certain rumors."
This is not the Pokémon world, but in the Pokémon world these Pokémon have long existed. And regarding Regigigas, there are far too many bizarre rumors, all of which are directly related to its Ability - Slow Start.
A Pokémon with the Slow Start Ability has its Attack and Speed halved for a certain period after a battle begins.
Like Slaking's Truant, it is a purely negative debuff.
Slaking's Truant exists to allow it to accumulate greater power and prevent its body from collapsing, whereas Slow Start, for a very long time, was exclusive to Regigigas.
It wasn't until the appearance of the Paldea Region that people discovered a small number of Varoom also possess this Ability due to their cores being clogged.
Even negative Abilities can have unique applications in battle, but Slow Start alone is utterly meaningless aside from holding one back.
And so, how Slow Start came to be has given rise to many rumors.
Arceus holds the authority of creation, but what kind of personality a created Pokémon will have remains an unknown.
Chansey could be a black-hearted egg, and Gengar could be a good ghost. For a one-of-a-kind Pokémon like Regigigas, excessive rumors have placed an extra filter over it.
These unverified rumors include, but are not limited to, the claim that Regigigas's power of creation challenged Arceus's authority.
That in itself isn't much. Besides Regigigas, Ho-Oh also possesses abilities related to revival and creation.
Some rumors even claim that Regigigas once challenged Arceus.
The most critical issue is that Regigigas was born in the early generations, when Arceus's status as the Creator was not yet clearly established and the existence of the Blank Plate was still debatable. At the time, most human Professors believed that Regigigas was the incarnation of the Normal-type Blank Plate.
It was even said that Arceus's other Plates were obtained by defeating other legendary giants, and it wasn't until the stories of the Hisui region came to light that all of this was finally settled.
Yet all of these rumors led to the same result: that Slow Start may have been inflicted by Arceus himself.
Because of the influence of this filter, Arceus ended up giving an unusual "don't like it" answer.
It's roughly the same reasoning as PTSD toward meteors. Although the probability of such a thing happening is infinitely close to zero, Regigigas does have a certain chance of being born with an innate rebellious streak.
"So you still plan to create him, don't you?"
"Of course. His powers suit this situation. And in a big family, there will always be some problematic children. Having no problems is naturally ideal, but even if there are problems, proper guidance will do."
Ocean and land, life and death—Pokémon embody far too many meanings, both real and imagined. Some are even born as natural enemies, yet when traced back to their roots, they are all members of the same family.
Whether through reasoning or through fists, Arceus has countless solutions. Even disobedient children are still part of the Pokémon family. At worst, it just takes a bit more time.
"That much I agree with. Some kids need a good beating to understand reason. If that Yamato isn't kept in line, who knows what she'll turn into."
"No. With her, fists would only make her even more rebellious."
"Worororo, that just means she hasn't been beaten enough yet. But if she can beat me, then what she says is the truth, and I don't see any problem with that."
Kaido's philosophy ultimately differed from Arceus's. In fact, during this discussion, he'd already started thinking about going to fight Yamato again.
By his estimate, Levely's decisions wouldn't take effect until the next day. To deal with the Shichibukai, the Marines would also need to mobilize their forces. He still had time for a bit of leisure and entertainment.
So after making his decision, Kaido didn't act immediately, but instead wanted to see what Arceus would do.
As the Blank Plate appeared, the power at Arceus's very origin began to create this new Pokémon. There was no awe-inspiring spectacle—an abrupt sense of plainness filled the scene instead.
Even though many Plates were supplying energy together, Kaido felt as though what stood before him was nothing more than a lifeless mountain, ordinary to the extreme.
It wasn't until a white figure appeared there that he sensed something unusual about this being.
The massive white body had no obvious head. Instead, a protruding yellow object occupied the chest area. On either side were three pairs of eye-like structures, above which were seven round holes similar to those of Regice.
Saying Regigigas looked like Regice wasn't quite accurate, because Regigigas was the template of the family.
All the legendary giants were born based on it.
Regigigas's arms were very long, extending even past its knees. There were yellow disc-like structures at the shoulders and wrists, and its body was covered in black zigzag patterns, though there was no vegetation on it.
The Regigigas of the Pokémon world had slept for countless years, resulting in plants growing atop its head and feet. But this Regigigas had just been born, so it bore no such marks of time.

The black dots on Regigigas's chest flickered with red light, and an unknown language resonated from within its body.
To Kaido, it was nothing more than a buzzing noise. Then Regigigas braced its arms against the ground, made a nodding gesture, and directly ignored Kaido as it left the area.
"This one you created… can't speak?"
By convention, the powerful Pokémon created by Arceus generally possessed language ability. By all logic, Regigigas shouldn't have been an exception.
"It's not that it can't, it's that it disdains to."
"Disdains?"
"Mm."
Arceus hadn't treated it any differently. At the moment of its birth, Regigigas also possessed language ability; it was simply unique in its own way.
Regigigas wasn't born with an innate rebellious streak and was quite obedient to Arceus's commands. However, it was extremely proud. It disdained using human language to communicate with Arceus, instead using Pokémon speech and telepathy.
To Kaido, that was just noise, but in that brief moment, Regigigas had completed an exchange of information with Arceus in a far more efficient manner.
Now, it was heading toward its target location.
"Worororo, what an interesting personality. I'm not doubting your ability, but with that size, can it really accomplish your task?"
To move islands, one needed special abilities. Golden Lion's Float-Float Fruit was the best example.
With Golden Lion's own strength, all he needed was to touch the island he wanted, and he could carry it away.
Kaido himself could achieve this using flame clouds. Now that he was stronger, the things his flame clouds could move were naturally even larger.
Regigigas's size looked far too small. Whether lifting or dragging, it didn't seem capable of moving an island.
"Of course. It may be a bit arrogant, but it deserves that arrogance. It can be this utterly ordinary, but at critical moments, it can be as strong as a mountain."
"I'm looking forward to seeing its performance. I'll arrive in time for the island-moving matter. For now, just send someone to contact them. Yamato hasn't made any moves these past few days. Who knows what she's up to. I'll go give her a surprise."
After Regigigas left, Kaido also departed, heading off to carry out the daily activities between father and daughter.
Onigashima was already making early arrangements based on news sent by Morgans, and elsewhere there were equally troublesome matters.
