There were more reasons than there were for Rowan to take the offer, and many were quite objective. If the Lord's level was so low, then wouldn't it just cause chaos? Wouldn't they just be attacked more often?
Voumi was also broken internally. It had so many addicts, and its infrastructure was a mess. Rowan was an excellent guard, but he was no leader.
Alterra offered support, but he refused for a while. He asked Silvia if she wanted to be the first lady of a Town, too, and only then would he consider, but Silvia made an awkward face that told everyone she did not want to go back to that place.
Rowan smiled, agreeing. Voumi was never really good to him, and it was only his home because his grandmother was there. His grandmother was now in Alterra, living very well, so he hoped to stay.
Not to mention, the recovery of towns was an incredibly tedious and costly endeavor.
