Zhou Tian's avatar certainly couldn't leave, as Zhou Tian needed to find an opportunity to rescue his true self. Thus, he could only wait at the original place for the Space God King to leave. When the Space God King was indeed lured away, Zhou Tian would then be able to rush into the sealing location of his true self at the first moment and rescue his true self using his abilities.
However, although Zhou Tian's true self did not take action, it did not mean that it was difficult to accomplish such a thing. Zhou Tian did not necessarily have to let those Divine Kings see the Space God King to achieve his goal. As long as he made the Divine Kings suspect that the losses they suffered were caused by the Space God King, Zhou Tian would have achieved his goal.
