She was testing Mike.
Testing whether his talent for taming could truly handle high-level mutated animals in real conditions. Because of that, she couldn't simply rely on the Beast Taming Rope she had already instructed 008 to prepare from the Murim World. Using it right away would defeat the entire purpose of the test.
If she forced the taming through external tools, then she would never know Mike's actual limit.
