If you don't know when it refreshes, why would you stay in the safe zone?
You came in to explore and hunt for treasure, not to waste time in the safe zone. If you want to waste time, wouldn't staying outside the Secret Realm be safer?
Perhaps only someone injured or in another special situation, needing a longer stay, and who happens to be nearby, would come to the safe zone for rest to avoid being "refreshed" during their stay.
