Inoichi looked at the decree for a long moment, his expression unreadable. Then he spoke, his voice calm and measured, carrying the particular authority of someone who had made a decision that could not be reversed.
"Elder Danzō, on behalf of the Yamanaka Clan and the Interrogation Division, I formally reject this motion."
The chamber erupted. Audible gasps echoed through the room, several shinobi turning toward one another with expressions of shock and disbelief. The Yamanaka had never refused an order from the Elder Council; the Yamanaka had always served the village's intelligence needs without question, without hesitation.
Danzō's expression barely changed, but Renjiro could see the subtle tightening of his jaw, the slight narrowing of his visible eye.
Koharu immediately attacked, her voice carrying the particular sharpness of someone who had been caught off guard. "You would refuse the authority of the Elder Council? Would you refuse the authority of this assembly? You would place the interests of a single clan above the security of the entire village?"
Inoichi responded without raising his voice, his tone carrying the particular precision of someone who had anticipated the attack. "I am drawing a distinction between the village's authority over its shinobi and the Yamanaka Clan's secret techniques. Our techniques were pledged to Konoha; that pledge does not mean unlimited governmental access. The required conditions for such an invasion are written authorisation from the sitting Hokage and majority approval from the Allied Shinobi Clan Council. Neither exists."
He looked directly at Danzō, his voice becoming colder. "Yamanaka techniques exist to extract secrets from enemies, not to serve as weapons in internal political disputes. You cannot turn the Yamanaka Clan into your personal interrogation instrument."
The first major turning point had been reached. Renjiro realised that Inoichi wasn't defending him specifically; he was defending the institution of clan autonomy, the principle that the village could not violate the secrets of its founding clans. That distinction made Inoichi's position considerably harder for Danzō to attack.
Danzō prepared to respond, his posture shifting as he drew breath to speak. Before he could, Shikaku rose, his movement casual, almost lazy. He exhaled a cloud of smoke that hung in the air like a veil.
"Troublesome old man," Shikaku said, his tone carrying the particular irreverence that characterised the Nara clan head. "You really think everyone in this room is blind, don't you?"
The chamber went silent, the informal address shocking several of the assembled shinobi. Shikaku had never been known for his diplomatic restraint, but even by his standards, this was dangerously close to open disrespect.
Shikaku began to dismantle Danzō's argument with the particular precision of a strategic genius. "Forget Renjiro. Forget whether you personally like Danzō or trust Renjiro. Look at the precedent being established."
He gestured toward the high bench. "Root finds evidence. Root declares it credible. A powerful officer is accused. The officer must surrender his mind to prove innocence. That is what we are being asked to approve. Not an investigation, not a trial, but the forced invasion of a shinobi's most private sanctuary."
Shikaku turned toward Shibi Aburame, his voice carrying the particular weight of someone who was building an argument that could not be easily refuted. "Imagine an Aburame scout being accused of leaking a border route. Would the village then seize him? Probe his mind? Expose his clan's secret methods?"
The point landed because the Aburame didn't need to answer. Everyone in the chamber understood that the Yamanaka weren't the only clan with secrets worth protecting.
Choza rose, his massive frame adding weight to the argument. His deep voice carried through the chamber with the particular authority of someone who had spent years commanding troops. "Imagine an Akimichi logistics convoy being ambushed. Suspicion falls on an Akimichi officer. Does the village then demand access to the clan's food-pill secrets? Does the village threaten to expose the techniques that have protected our clan for generations?"
The issue was no longer Renjiro. It was clan sovereignty, the right of the founding clans to maintain their secrets without fear of governmental intrusion.
Shikaku's lazy demeanour disappeared completely, his voice rising enough to fill the room. "A shinobi's mind is his final sanctuary. A clan's hidden techniques are the sole reason they survive in this brutal world. The day we allow the village administration to crack open the skull of any officer they dislike on the basis of circumstantial suspicion is the day Konohagakure ceases to be an alliance of clans and becomes a dictatorship of paranoia!"
The silence that followed was absolute. The chamber sat in stunned stillness, the weight of Shikaku's words pressing against every shinobi present.
The Hyūga Clan Head rose, his Byakugan veins subtly emerging as he spoke. His argument was about Main-house secrets, Branch-house structures, the techniques that had been guarded for centuries. The Hyūga formally refused to support involuntary mental extraction.
Tsume rose with a fierce grin, her voice carrying the particular irreverence of the Inuzuka clan head. "The Inuzuka vote no. If Danzō wants to search someone's mind, he can start with his own Root agents."
The remark earned scattered laughter from some Jōnin and visible irritation from the elders.
Fugaku rose, his tone calm rather than emotional. He didn't make this about Renjiro's innocence; instead, he established the Shinobi Police position. "Unauthorised detention of an active-duty clan officer is a municipal security violation. The Police Force will treat an attempt to forcibly seize Commander Renjiro outside lawful authority as a breach of peace."
The subtle placement of the Police Force behind the constitutional position was unmistakable without threatening rebellion.
The room's political alignment had shifted. What began as "Is Renjiro a traitor?" had become "Can Danzō legally force any clan shinobi to surrender their mind?" Minor clan representatives began reconsidering their positions, even those who distrusted Renjiro now having reason to oppose Danzō.
Renjiro observed this transformation, recognising that Shikaku had done something extremely clever. He had made defending Renjiro unnecessary; the clans were now defending themselves.
On the high bench, Hiruzen's pipe had gone cold. He watched the room with eyes that carried the particular discomfort of someone who recognised a political disaster unfolding. Danzō had intended to isolate Renjiro; instead, he had united the Nara, Yamanaka, Akimichi, Hyūga, Inuzuka, Uchiha, and other clan representatives against him. The attempt to demonstrate control had instead exposed the limits of Elder authority.
Minato watched for several seconds, his expression becoming increasingly cold. Then he stood, releasing a controlled surge of chakra that reminded everyone exactly who occupied the centre seat.
"The will of the Council is clear," Minato declared, his voice carrying the particular authority of his office. "As Fourth Hokage, I hereby exercise my executive authority to veto Elder Danzō's motion. There will be no mental extraction. Article 14 of the Wartime Espionage Act is dismissed regarding this inquest."
A genuine victory for Inoichi and the clans. But Renjiro immediately sensed something wasn't finished.
Danzō tightened his grip on his cane, the wood audibly straining. "You play dangerous games with this village's survival, Lord Fourth. If a Commander cannot be audited, then he is above the law."
Minato immediately rejected the premise. "Commander Renjiro is not above the law. But neither is he beneath the protections afforded to every shinobi. Treason allegations still require investigation."
This was where the chapter pivoted from victory to compromise. Minato turned toward Renjiro, their eyes meeting. Renjiro recognised the look; there was an apology hidden beneath the Hokage's expression. Minato couldn't give him everything he wanted.
He's going to sacrifice something, Renjiro realised. The question is what.
Minato announced the compromise. "Commander Renjiro remains under investigation. No mind extraction. But his position as Jōnin Commander is temporarily suspended. He is relieved of operational command pending the resolution of this matter."
The announcement hit the chamber differently. Fugaku immediately frowned. Shikaku closed his eyes. Inoichi remained composed but understood the political necessity. Danzō didn't look satisfied enough; he had wanted more. Renjiro remained still, his internal reaction a mixture of understanding and hatred.
The suspension meant Danzō had succeeded in removing him from operational control without proving him guilty.
Minato raised the gavel. "Commander Renjiro will surrender his operational seal keys to the administrative archive by nightfall. This Jōnin Council is adjourned, and we will reconvene in this exact chamber in one week's time to review the investigation's findings and settle this matter with finality!"
CRACK!
The gavel struck the podium, the sound reverberating through the room. Nobody immediately moved. The clans absorbed what had just happened; Danzō remained rigid, Hiruzen looked troubled, and the major clan heads looked toward Renjiro.
Renjiro remained seated, expression unreadable.
