The County Governor raised his hand, pointing at Wei Quan as he shouted angrily.
But Wei Quan paid him no mind at all, riding straight past the Government Official, glaring at the officials escorting his wife, and swinging his horsewhip without hesitation.
With a loud crack.

With Wei Quan's furious lash, one Government Official was instantly whipped until his flesh split, blood and meat mangled.
Before the next official could react, Wei Quan struck again with another whip.
"Ah..." Another official cried out in pain from the blow.
The County Governor seeing this, was completely flustered; he hadn't expected Wei Quan to be so brazen.
"Wei Quan, you are outrageous."
"How dare you commit violence in broad daylight!" the County Governor shouted angrily.
