Creating an environment where they couldn't communicate and dismantle each other. That was what Number 26 intended.

Of course, as it hadn't fully matured yet, the effect wasn't perfect.

Since it started fighting on its own, the Abyssal Terror effect it used seemed to sway unpredictably. Without luck, some individuals might break free from control.
