Joseph explained to his father:

Louis XVI, not very familiar with the bicameral system, immediately looked at him curiously.
Joseph continued: "On the surface, members of parliament can participate in legislation, set tax rates, and even form special committees to question any event, but they actually cannot directly manage any national affairs. That is the job of professional bureaucrats.
"And all civil servants must go through training at the Royal School of Administrative Management and are only responsible to specific administrative departments. For example, diplomats are always people of the Foreign Ministry, and the House of Representatives can hardly influence them."
Louis XVI nodded thoughtfully.
