Bennett answered immediately, "We have twelve collaborating journalists in the United Kingdom, but it's not enough. We need to acquire or invest in at least three local newspapers, five community radio stations, and also cultivate more 'sources' within the BBC. Estimated cost: initial five million US Dollars, subsequent annual fee of two million."

"Secondly, manpower. We need at least twenty infiltrators proficient in English and familiar with British society, to be embedded long-term as journalists, scholars, NGO workers. Training and organizing this will take time."
