Lopez laughed: "'Spring Planting'? I don't know what you're talking about."
"We all know."
Graham stared at him, "London is not a fool. We've tracked the flow of funds, training camps, and smuggling routes for weapons. We just... chose not to make it public before, because it would mean war. But now, war has begun in another form."
Bramo spoke for the first time, his voice calm and clear: "Mr. Director, you've made a common perceptual error. You think this is a 'war', where there is a clear enemy, front line, and victories or defeats. But in reality, this is a 'system update'. The old operating system is too flawed to adapt to the new world, it's crashing. And the new system... is waiting to be installed."
"A new system?" Graham sneered, "An order led by Mexico?"
"A fairer, more decentralized order."
