As a Saintess of the dragon race, she was at least of a higher rank than the dragon spirits contracted by Saintess Hana. The major difference wasn't their racial origins, but their duties, like Sia who was a Saintess, while the dragon spirits contracted by the false Saintesses on the Goddess Aurora Shrine, just a the primary protectors and maintaining the civilians' belief in the divinity of the Goddess Aurora.
I don't know whose idea it was, but it certainly managed to fool those who had never met a real Saintess. While Saintess Hana is indeed real, she's surrounded by fake Saintesses for a long time. I can't predict how long Saintess Hana will hold back from doing "something" to the fake Saintesses at the Aurora Goddess Shrine, where's built in the Aurora Kingdom's capital.
