By inciting conflict between the two regions and provoking a large-scale war, casualties would occur. However, this concern was secondary since Pokemon, not Trainers, directly engaged in battles.
Pokemon fatalities were rare; it wasn't ancient times anymore. With modern medical technology and assistance from healing-type Pokemon, any severe injury short of immediate death could typically be recovered from.
Thus, they didn't expect significant losses among the regions due to war, but it would inevitably lead to massive economic damage and severely strain relations between Sebas and Ellie Regions.
When Trainers from the Allen Continent arrived, there would be no alliance between these two regions, allowing them to conquer each one separately. Once Sebas fell, the defeat of the Ellie Region would be virtually assured.
"Recent tensions have been escalating between the two regions. We just need to find opportunities to intensify these conflicts," the captain stated. As friction increases, battles will become inevitable. Each successive clash will provoke stronger reactions from both regions, ultimately transforming the tension into full-blown war.
"Yes sir." The young man with glasses turned and left.

For an entire month, Kalia remained in Totem City.
It was now June, with only one month left until the League Competition in July. At that time, numerous people would gather at the League's central venue.
Although a single month is not as extensive for training compared to the Dream World's accelerated timeline, her Pokémon still made significant progress. Not only did they learn new moves, but their overall abilities also improved considerably.
As the competition approached, Kalia planned to stay in Totem City and head to the League's center just a few days before the event to watch as a spectator.
However, on this particular day, Julian came seeking her out.
Julian had arrived in Rockcliff City, staying at the local Pokémon Center. Since Rockcliff City is close to Totem City, he decided to visit Kalia.
"Kalia, I heard you have Master Tekken's token, allowing you to create Pokémon Armor. Have you gone to see him yet?"
They met at a restaurant, where Julian quietly asked during their conversation. He seemed genuinely intrigued by the concept of Pokémon Armor. While relatively unknown among low-level Trainers, Master Tekken's Pokémon Armor is quite famous among those at intermediate levels or higher.
"No." Kalia shook her head; truthfully, she had forgotten about it. Julian's reminder jogged her memory, and she recalled having a token fragment in her backpack to commission Pokémon Armor from Master Tekken.
"Then let's go together and find Master Tekken, what do you say?" Julian eagerly suggested, seemingly more excited than Kalia herself.
"Hmm, alright," Kalia considered. With no pressing matters at hand, they could indeed visit Master Tekken first and address the Pokémon Armor issue promptly.
Crafting Pokémon Armor was not a simple task; it required extensive preparation to create a high-quality set. Especially for Charizard, given its large size, this would demand significant materials and extend the crafting time considerably.
By approaching Master Tekken sooner, the completion of the armor could be expedited. Otherwise, if delayed, it might not be ready until next year.
"Great, let's get going then."

Master Tekken resided in a city different from where the gym was located; Kalia had never visited it before. However, this city was quite renowned, albeit not for its Trainers.
Known as a hub for various materials production, such as components for Poké Balls and diverse industrial supplies, the city served as the material center of the Sebas region. Master Tekken lived in the heart of this bustling metropolis, with only this city capable of providing the high-quality resources needed for crafting Pokémon Armor.
The city is called Steelglow City, dominated by machinery and industry, devoid of Trainers but filled with workers and Pokémon alike.
Upon entering Steelglow City, Kalia could immediately detect the metallic scent in the air. Along the streets, Machokes were seen constantly moving heavy loads back and forth.
As the evolved form of Machop, Machokes lack the immense strength of their final evolution, Machamp. Additionally, evolving from Machoke to Machamp is notoriously challenging. Consequently, Machokes have become ideal laborers, substituting human workforce effectively.
Machokes possess immense strength and astonishing endurance; carrying heavy loads is not challenging for them but rather akin to a form of training. They can be considered the ideal labor force. Moreover, unlike humans with complex emotions, as long as they are treated respectfully, no issues arise. The most significant advantage is that there's no need to pay wages; providing food and shelter suffices.
Kalia observed each Machoke swiftly moving heavy objects without any apparent discomfort. Perhaps for humans, manual labor is seen as low-status work, arduous and exhausting, but for Machokes, it serves as a discipline, honing their willpower.
As Kalia and her companion traversed the industrial area and entered Steelglow City's central district, they noticed it was significantly cleaner compared to the outskirts. This central zone housed the city's residential areas.
It was daytime, and most people had already left for work. However, Master Tekken would likely still be at home, so Kalia decided to head directly to his residence.
Master Tekken, renowned and wealthy, naturally lived in the best location: a luxurious villa right at the heart of the city center.
Many individuals frequently visited Master Tekken, predominantly Trainers seeking custom-made Pokémon Armor. Unfortunately, most visitors left disappointed.
As a result, over time, fewer people visited Master Tekken, but each piece of his Pokémon Armor became priceless treasures.
If not for the custom-made nature of the armor, placing them in auctions would likely attract countless Trainers eager to acquire them.
"I've heard that Master Tekken has quite a bad temper," Julian mentioned to Kalia on their way, discussing matters about Master Tekken.
"Yes, but it's not a concern. As long as we approach with respect, despite his temper, Master Tekken is known for keeping his promises," Kalia nodded, showing no worry.
Although Master Tekken had a volatile temperament and often dismissed visitors abruptly, he always completed any commissions he agreed upon.
"We're here."
Kalia gazed at the grand entrance leading to Master Tekken's luxurious villa. Despite its opulence, intermittent clanging sounds disrupted the otherwise serene atmosphere, indicating someone forging materials inside.
"Who are you two?"
After waiting briefly, a security guard approached Julian and Kalia, his expression cold as he questioned them.
