Although in JoJo works there did indeed exist Stands without special abilities, only special appearances—for instance, the Stand named "Gray Fly" was just a fast-flying beetle Stand with strong penetration power.
But Goto Hitori's Stand aptitude was quite strong. The "Arrow" gave a stronger reaction when facing Goto Hitori than with others. Her Stand couldn't possibly have no abilities at all, right?
