They simply advocated more than Tohru's "Chaos Faction" that all races should live together in the world.

The dragons of the Chaos Faction had been fighting against humans and gods in this world for countless ages. In Telne's view, it was fundamentally impossible for them to change their stance.
She'd also met Tohru—undoubtedly someone with a terrible attitude toward humans. She couldn't even imagine what Tohru being friendly to humans would look like.
"Tohru is different from other dragons!"
