He originally didn't plan to invite Lance to the small gathering on the weekend night because most of the people at the gathering were from the Bay Area.
Firstly, they didn't know Lance directly, secondly, there might be some small conflicts between them and Lance.
One of the incentives for them to side with Councilman Williams was that Charlie was finished.
Once Charlie was finished, many things would change; when Charlie was alive, they might not have noticed any problems, thinking that Golden Port City was meant to be that way.
But after Charlie's death, when many issues surfaced, they realized that losing Charlie was like a wolf losing its sharp claws.
