Most survivors actually don't have much in the way of supplies.
After all, they don't have many workers, and the resource points that refresh weekly in their territories are limited. These extractions barely suffice for their territory's development.
The seven-day fog disaster nearly exhausted the survivors' supplies, especially food and coal, which were in critical shortage.
For a while, everyone was distressed over resources.
