And the list goes on and on but you will notice a certain pattern in the victims that had been killed.. They all were survivors trying to make it to the next day or even thrive in future.

Robo-73: Mass murderer, Robbery, Purchase of illegal weapons. A vigilante punishing other criminals that are roaming free, a sense of justice built from the trauma.
Robo-111: Trespassing into zoos aquarium, Robbery of foodstores. Most likey a freedom chaser as he himself was trap of social norms. Thinking of plans to set the animals free from a chained life.
The killer is most likely someone with superiority complex who views low people in society as mere trash that don't belong in the society with their only purpose being a burden to the people. So he most likely someone with high status, May be someone that works in law due to the confidence he showed in these killings its like he is saying "I am free to anything in this system as i know how it works" a deceleration of somesorts on his superiority.
So we should investigate people with high status.
