My companions, Theresa Peerce and Marcus Fernando, serve as witnesses and advisors, but I bear responsibility for any commitments made here today."
He paused, meeting each person's eyes in turn, establishing the seriousness of his intent.
"Before we discuss terms, I believe it is important to establish what Maya Village is and what we seek from these negotiations. We are not criminals hiding from justice. We are not plotting against the Empire or its allies. We are simply a community of people who have found refuge in a place where we can live in peace, free from the conflicts and persecutions that drove us from more 'civilized' lands."
August's voice carried conviction that resonated in the formal space.
"Many of our residents are refugees from wars they did not start and wanted no part in. Others are people whose only crime was being born into circumstances that made them unwelcome in kingdoms that claim to value justice and mercy. We have built something good in Lonelywoods Forest. Something that harms no one and asks nothing from the wider world except to be left alone to pursue our own vision of community."
He let that foundation settle before presenting Maya's position.
"Having said that, we acknowledge that we are operating in territory that falls under Imperial jurisdiction according to its ancient decree. We acknowledge that from the Empire's perspective, any significant settlement in the Great Forests represents potential concern. We do not challenge your authority to investigate, to assess, to determine whether we represent risk to your interests."
August's expression hardened slightly as he continued.
"But we also assert that we have rights as living beings and citizens of this world. We have the right to defend ourselves if attacked. We have the right to self-governance in matters that concern only our own community. We have the right to exist without having to constantly prove that existence to authorities who view everything through the lens of threat assessment."
He gestured to the papers before him, outlining Maya's opening position.
"With that context established, I present Maya Village's initial compromise position. First, we acknowledge our settlement on Imperial lands and we are willing to reach accommodation with the Empire, provided such accommodation does not undermine our security, our continued existence, or our authority to govern our already occupied territory. The implied threat was clear but delivered without bombast or empty posturing.

The Count's gaze settled on August with calculations that suggested he was assessing far more than just words.
"Mr. Finn, your presentation was well-reasoned and more sophisticated than we typically encounter from isolated settlements. That itself is noteworthy. The fact that Maya Village has the resources and education to conduct formal negotiations suggests organizational capacity that exceeds our initial estimates."
He gestured to Agent Marlowe before continuing.

Agent Marlowe's tone became more formal as he made an official statement.
"On behalf of the Empire, I apologize for the indirect responsibility we bear for creating conditions that allowed such atrocities to occur. He paused before adding something more personal.
"If our investigation identifies specific individuals responsible for the attack on your village, individuals who were acting under color of Imperial authority whether legitimately or not, I will personally ensure you are notified and invited to witness their prosecution under Imperial law. Justice delayed is still justice, and while it cannot restore what was taken from you, it may provide some measure of closure."
The offer was unexpected, a gesture that went beyond mere diplomatic necessity.
Count Luxous took back control of the Imperial presentation, moving toward conclusion.
"So in summary, the Empire's position is this: We will conduct observation of Maya Village for a period of one to three years. During that time, you will provide honest cooperation and access to our observers. If assessment proves favorable, we will offer recognized autonomous status with the protections and obligations that entails. He looked directly at August.
"These terms are non-negotiable in their broad strokes, though details of implementation can certainly be discussed. The alternative to accepting these terms is that we classify Maya Village as hostile, and you face the full weight of Imperial enforcement. I do not say this as a threat but as a simple statement of policy. We have given you more consideration and offered better terms than most isolated settlements receive. The Count's final statement carried the weight of someone who genuinely believed he was offering a fair deal, perhaps even a generous one by Imperial standards.

The formal negotiation had concluded. What had seemed impossible just days ago had become reality. Maya Village had secured legitimacy, or at least a path towards it, through diplomatic engagement rather than military conflict.
But even as relief washed through August, he remained aware that this was only the first step.
