Chapter 152 - Simmon Had A Bad Dream

"Is there anyone else who wants to object?" Sergei said coldly, his gaze sweeping across everyone in the room.

No one answered. The entire chamber fell into a suffocating silence. The executives were still in shock over what had just happened, their faces pale and rigid. Not a single person dared to speak up anymore, fear clearly written in their expressions.

"Good. In that case, this meeting is adjourned," Sergei continued indifferently.

He stood up from his seat and turned to leave the room. However, just before walking out, he paused and glanced toward Alex. His eyes narrowed slightly, the message clear without a single word spoken—don't even think about trying anything, a silent warning meant to remind her of Albert Wesker and his betrayal of Umbrella.

Alex met his gaze calmly. Once Sergei disappeared beyond the door, she let out a faint, amused smile.

"Heh… does he really think I'm afraid?" Alex muttered under her breath.

She stood up shortly after and left the room as well, clearly unimpressed by Sergei's theatrics. Unlike the others, she wasn't shaken in the slightest.

After all, she had already secured nearly 30% of Umbrella's total assets into her own private accounts. At this point, she was eager to start making use of that money for her personal plans and ambitions.

That enormous fortune hadn't come easily—but it also hadn't been earned honestly. Most of it came from systematically deceiving Spencer, manipulating reports, inflating budgets, and diverting funds from every major project she had overseen. Each experiment, each development program, each classified operation had been nothing more than another opportunity for her to quietly siphon resources away.

To Spencer, everything still looked perfectly normal—projects progressing, profits rising, Umbrella expanding its influence. But behind the scenes, Alex had already ensured that when the company finally collapsed under its own sins, she would walk away rich, untouchable, and free.

And right now, her thoughts were already elsewhere.

L.A… she thought to herself.

Since she was already in the United States, she decided it would be the perfect opportunity to head to Los Angeles and visit her sisters. Whatever Umbrella planned to do with Raccoon City, Alex had little interest in staying around to watch the aftermath unfold.

After the decision from the board of directors, who finally agreed with Sergei's plan, one of Umbrella's European branches—specifically the division responsible for developing a biological weapon under the Talos Project—prepared to deploy one of their B.O.W.s known as NEMESIS.

This biological weapon had already been tested beforehand and was declared a complete success, even considered nearly perfect after receiving several improvements. However, to obtain real combat data that could later be sold on the market, Umbrella wanted Nemesis to be sent immediately to Raccoon City in order to collect live battle data from the outbreak.

Nemesis was currently sealed inside a cryogenic containment capsule, kept frozen to ensure stability and to make transportation easier. The capsule was loaded onto a helicopter for rapid deployment.

"Alright, this item is extremely important. Be careful during transport and make sure nothing happens to the package," said one of the branch directors responsible for the project.

"Understood," replied Rodrigo, the captain of the USS Delta Squad.

Not long after that, Rodrigo and his squad boarded the helicopter and departed, heading straight toward Raccoon City, where the real test of Nemesis was about to begin.

Meanwhile, at the Pentagon, a high-level meeting was taking place, attended by the top-ranking members of the Federation. This meeting had been requested by Simmons himself, as the military—currently under Morgan's control—had refused to provide the results he needed to obtain samples of the G-Virus.

As a senior security consultant for the nation, Simmons was visibly furious. Morgan had outright rejected his proposal without hesitation, something Simmons did not take lightly.

When the meeting was about to begin, Morgan arrived late and remained silent, clearly enjoying the sight of Simmons losing his composure, as if trying to assert his authority over the room. In truth, Morgan was already satisfied—he had obtained exactly what he wanted through a secret deal he had made with Senator Ron Davis.

For Morgan, cooperating with Ron Davis was far more convenient. Ron only cared about profiting from The Family, while Morgan would gain an opportunity to further expand his own power. Together, they had already planned to worsen the situation in Raccoon City deliberately, forcing the Federation to intervene directly.

Once that happened, Ron Davis would propose the creation of a special military organization dedicated to handling bio-weapon threats—the F.B.C (Federal Bioterrorism Commission)—with himself positioned to become the new minister in charge.

"All right, everyone," Simmons finally said, his voice firm as he tried to regain control of the room.

"Tonight's meeting is officially in session."

"I'm sure all of you are aware that this meeting concerns the situation currently unfolding in Raccoon City, caused by Umbrella," Simmon said firmly. "The Federation has maintained a very close cooperative relationship with that company, especially due to several highly sensitive projects. If the public were to learn the truth about this, it would severely damage our reputation and destabilize public trust."

However, before Simmon could continue his address, he was abruptly interrupted.

"I propose that we completely eradicate Raccoon City," Ron Davis said calmly but assertively. "By doing so, we eliminate all evidence of our involvement and ensure that every biological weapon there is destroyed before it can spread any further."

Simmon immediately turned his gaze toward Ron Davis. The man's audacity was unmistakable—interrupting him so openly meant he was either reckless or deliberately challenging Simmon's authority.

"Wait a moment," one of the other senators interjected. "You're suggesting the destruction of a city with more than eight hundred thousand civilians. Isn't that excessive? And how exactly do you intend to explain something like that to the public?"

"I agree with Senator Davis's proposal," Morgan said without hesitation.

Several heads turned toward him.

"As for explaining it to the public, that part is quite simple," Morgan continued coldly. "We will release information stating that an unknown and extremely dangerous threat has emerged in Raccoon City. In order to prevent its spread to other cities, a complete cleansing operation is required."

He paused briefly before continuing, his tone sharp and calculated.

"At the same time, we will announce emergency evacuation measures for civilians, citing public safety and health concerns."

"And at the same time, we can gather evidence against Umbrella regarding this incident, shifting public anger toward them," Morgan added, clearly trying to take advantage of the situation. Placing all the blame on Umbrella made sense—after all, this disaster was undeniably the result of their own mistakes.

The senators who heard Senator Ron Davis's proposal and Director Morgan's explanation began whispering among themselves. Some agreed, while others were hesitant. The risks were enormous—openly opposing Umbrella could weaken the Federation itself if they failed.

"I'm sorry, but I reject this proposal," Simmons said firmly. "We still need samples of the G-Virus and the T-Virus from Umbrella."

His refusal was obvious. If the city were destroyed, it would become extremely difficult—if not impossible—for him to obtain the G-Virus samples he wanted.

"Then do you have an alternative proposal, Advisor Simmons?" asked one of the female senators present in the room.

"Yes," Simmons replied. "I propose a different approach. We should recruit several Umbrella researchers and bring them over to our side. There are talents among them that we simply cannot afford to ignore."

He continued, "We should deploy our forces to secure those researchers first. This directly affects our national security as well."

The female senator—and several others—nodded in agreement. In their view, Simmons's proposal made sense. Securing Umbrella's scientists would help maintain the balance of power within the Federation. If those researchers were not taken under federal protection, there was a serious risk that biological weapons technology could be sold on the black market—something that would not only threaten global security but also destabilize the nation's economy.

However, they also knew they couldn't simply ignore the proposals put forward by Ron Davis and Morgan, as those options were just as critical. After several minutes of intense discussion, arguments, and whispered exchanges across the table, the council finally agreed to take a middle path—one that would balance both approaches without openly disadvantaging any side.

"Very well. Since a consensus has been reached," one of the senior senators finally said, her voice firm as she took control of the room. "Director Morgan, we expect you to deploy your elite military units into Raccoon City immediately. Your objectives are to evacuate as many civilians as possible and secure any evidence proving Umbrella's direct involvement in this biohazard incident."

She paused briefly before continuing, her gaze sharp.

"You are also to ensure that all biological weapons encountered on-site are destroyed. However, if the military operation fails or the situation spirals beyond control… we will have no choice but to authorize a missile strike to completely cleanse Raccoon City."

The room grew noticeably heavier.

"At the same time," she added, "we are in agreement with Advisor Simmons' proposal. Umbrella's researchers must be secured and recruited before they fall into the wrong hands. Director Morgan, we expect your agent to be able to assist the military in extracting these personnel if necessary. Additionally, samples of the T-Virus and G-Virus must be secured and kept out of unauthorized hands. These materials pose a severe threat to national security."

Morgan leaned back slightly, a faint smile forming on his face.

"These are your decisions, Madam Senator," he replied calmly. "And as such, I will accept them."

Despite his composed tone, there was a clear spark of excitement in his eyes. This was exactly the kind of stage he had been waiting for. While he wasn't particularly pleased with Simmons' interference—especially regarding the virus samples—he had no intention of openly opposing the decision.

After all, Morgan had already secured what he needed.

The T-Virus and G-Virus were no longer his concern. He could quietly ignore that part of the directive later and shift the responsibility back onto Simmons. If you truly desired those samples so badly, then you could obtain them himself—through your own methods then.

But with the methods soaked in blood and sacrifice of course.

Morgan thought to himself with a cold, satisfied smile.

Simmon watched the faint smile on Morgan's face and immediately understood—this man had no intention of giving him the cooperation he wanted. He simply snorted in quiet annoyance. Fine. He didn't truly need Morgan's help anyway. What mattered was that the military could now be deployed under his influence, giving him the leverage he needed to obtain what he desired. As for Morgan… Simmon would deal with him later.

His thoughts drifted to Ada Wong.

Up until now, Ada still hadn't sent him any concrete report confirming whether she had successfully secured the samples he wanted. Normally, this wouldn't bother him—Ada was reliable, precise, and had never failed a mission. That very perfection was the reason Simmon was so deeply obsessed with her.

However, the latest intel from his agents made his irritation flare.

According to the report, Ada wasn't even operating independently at the moment. Instead, she was staying at Allen's place.

That fact alone was enough to sour his mood. Lately, his head felt constantly heavy, plagued by stress and sleepless nights filled with disturbing dreams. Almost every night, the same nightmare returned—visions of Ada standing beside Allen… pregnant with his child.

Simmon clenched his jaw at the thought, dismissing it as nothing more than a cruel hallucination born from exhaustion.

…Though, unknowingly to him, that dream wasn't entirely wrong.

Because in reality, Ada was already pregnant. 🤪

Simmons had already been planning to eliminate that man—both because Allen was getting in the way of his corporate interests and because of his personal resentment. However, the Federal authorities were already aware of his intentions, thanks to a report submitted by Ron Davis. That alone had dragged Simmons into a number of complications, forcing him to move far more carefully than before.

What made things worse was the fact that most of the military's high-grade weapons supply was handled by Einzbern Winter, a corporation notorious for being untouchable. The company operated strictly within legal boundaries, accepting only government-approved contracts with limited timeframes. There were no black dealings, no exploitable scandals—nothing Simmons could use against them.

At first, Simmons hadn't paid much attention to Einzbern Winter. In his eyes, they posed no real threat and were simply another lawful defense contractor. But everything changed the moment he learned that Ada had drawn close to a man named Allen—the very same man connected to that company.

From that point on, irritation slowly turned into obsession. Every report that mentioned Allen only fueled Simmons' growing frustration. The thought of Ada being near him gnawed at Simmons' mind, planting seeds of paranoia and hostility. What had once been a purely strategic concern had now become deeply personal.

And because of that, Simmons could no longer ignore Allen's existence.

Not anymore.
