Roqi put down his PDA, setting aside the tangled folklore and convoluted history of the Voodoo Boys, and made a guess.
Rogue had made her intentions perfectly clear earlier—
Take down the Voodoo Boys.
And she didn't mean with some harmless, laughable statement like "we strongly condemn their actions." No—she meant it in the language of the streets, the language of the underworld.
"Joined the Counter-Terror Tactical Unit and now you're starting to think like them too?" Rogue smiled, clearly amused. "Still, better to keep things low-key. The ones who get too loud usually get taken out sooner or later."
There was a hidden meaning in her words, but Roqi had no idea what it was.
"..."
His nose twitched—he had the distinct feeling Rogue was talking about him.
"Isn't that a bit of a stretch?"
"Heh, I wasn't talking about you. Relax, rookie."
Rogue gave him that signature look.
Stone-faced on the surface, but the subtle twitch of her cheek muscles gave her away—almost smiling, eyes sharp, expression calculated. From body language to tone, she held all the power in the room.
"Don't tell me you're planning to pull the same trick again?"
She was referring to how they handled the Maelstrom.
The PDG intercepted a corporate convoy and pulled off a classic misdirection play—pitting Maelstrom against the Kejing Logistics security team. Then, the Counter-Terror drones swooped in and shredded both sides.
It had worked flawlessly.
"Why not?" Roqi frowned, thinking. "We just need a good excuse to justify it—'eliminating organized crime' and all that. The Counter-Terror team would be doing Night City a favor."
"You're bold, I'll give you that."
Rogue let out an exasperated chuckle. "But don't be reckless. Your boss isn't easy to fool. If you're scheming something, odds are she's already figured it out."
That sent a jolt down Roqi's spine.
"N-no way…"
His expression froze.
He thought about it for a second. Then he remembered Melissa's abilities.
Yeah… maybe… probably… he really had been found out!
Shit.
But not just Melissa—the entire Counter-Terror unit acted like they hadn't seen anything. No reaction at all.
Maybe Melissa figured it out and chose to cover for him. Or maybe she really hadn't noticed.
Either way…
He wasn't going to risk using "public resources for private jobs" again anytime soon.
After all, the Counter-Terror unit weren't villains.
They were just the kind of "good people" that even devils feared.
Funny thing was, Roqi totally forgot that he and Mower were part of that same team.
"Alright, so much for Plan A: instigate chaos."
Roqi shrugged. "So what's our plan, Queen Rogue?"
Rogue didn't react at all to the nickname—she never did.
She picked up a chip and handed it to him.
He slotted it into the PDA.
It was a detailed ops plan.
Clearly put together by Rogue's elite Afterlife mercs. For them, planning for a job—even a major one—was second nature, like war-hardened veterans who'd done it a thousand times.
Roqi synced the PDA with the holoprojector on the table. A rotating 3D model appeared in the air.
Since the discussion began, they'd moved to the private "war room" booth—each with a cocktail mixed by Claire.
"The Voodoo Boys' main base is right here."
Rogue zoomed in on the satellite map and locked onto a location along the Pacifica coast.
"The Bati Hotel."
Roqi looked at the oversized luxury building on the map.
It was beyond five-star—top-tier even by global standards.
Why would a place like that become the Voodoo Boys' stronghold? Simple.
The Bati Hotel was an unfinished luxury resort abandoned five or six years ago. Had it been completed, it would've been an exclusive playground for the rich.
Now, like the rest of Pacifica, it was just another piece of urban rot.
Even so, compared to the usual ruin in the district, it was almost complete, with prime real estate and a comfortable layout. And in Pacifica, only the strongest get to stay in spots like that.
Naturally, the Voodoo Boys claimed it.
"Send a team underground and blow out the support columns and foundation?"
Roqi looked at the building's unusual structure and immediately went there.
As a "veteran demolitions freak," every problem felt like it could be solved with some well-placed explosives.
And if one blast doesn't solve it—add another.
He'd probably have a lot to talk about with Johnny Silverhand, who once sent the whole Arasaka Tower to hell with a mini-nuke.
"That does sound like you."
Rogue said.
Which was her way of saying—it's not how she operates.
To be fair, Rogue didn't really have a "style." She had only one goal: complete the job. The methods? Whatever worked.
"My people found out the Voodoo Boys have been... busy lately."
She dragged the map southwest to another region.
Grand Imperial Mall.
GIM for short.
Not "empire," but imperia—implying absolute dominance and imperial authority.
Just like the capitalists who once had dreams of turning Pacifica into a Dubai-style paradise.
Pacifica was originally planned as Night City's luxury tourist district. But when the money dried up, the dream crumbled fast.
After the Unification War ended in 2070, the global economy turned into total trash. Even then, some investors still clung to the "paradise under construction."
Eventually, reality hit. The economy tanked. Investors pulled out. Half-finished skyscrapers were left to rot.
Idealism met realism—and lost hard.
Pacifica is just one of many scars from that clash.
But the Grand Imperial Mall was a little different.
"Last week, the developers ran out of funding and ditched the site," Rogue explained. "The moment they left, the Animals swarmed in like flies to a corpse. Took over the whole unfinished complex."
"The Animals?"
Roqi blinked.
He figured scavvers or the Voodoo Boys would move faster.
"Those gym-rat meatheads really moved fast."
Roqi said, impressed. "This is the heart of Pacifica—they've got balls."
West Wind Estate, even further south than the beachside zone.
Entering that area was basically walking into the Voodoo Boys' New Creole territory—full of Haitian immigrants. In their eyes, that was "home turf."
"How many of them?" Roqi asked, curious.
"Around thirty."
Rogue said calmly.
"How many?!"
Roqi thought he misheard.
Thirty Animals were holding out against all the Voodoo Boys in the region?
What were they—armored HMG squads? Tripods locked down, killzones overlapping?
Too bad, no.
The Animals were straight-up brawlers—fists over firearms, brute strength over strategy.
"The Voodoo Boys have a few elite netrunners," Rogue explained, "but they're short on numbers, and not great in physical combat."
Plus, their style favored ambushes and mind games. Expecting them to charge in and storm the mall? Forget it.
"That's kinda funny."
Roqi chuckled. The Animals actually had that "dug-in like a fortress" vibe—frustrating their enemies.
You could almost hear the crowd: "Fight! Fight! Fight!"
"But it's not that simple."
Rogue pulled up another file and pointed at the report. "T-Bug pulled satellite and cam footage. Found a vehicle."
Zoom in—again.
A sleek black van with tech gear mounted on top.
"Looks like a netrunner rig. Voodoo Boys?"
Roqi asked.
"You didn't catch it?"
Rogue pointed to the side of the van. "Clean, minimalist, and brand-new. That's straight-up corpo spec. No way it's theirs."
"The van entered the mall. Ties back to the Animals somehow."
Roqi shook his head. "No way those beefheads rigged this. There's a third party in play."
"Correct—but no prize."
Rogue nodded. "There's a corpo netrunner in the mall, working with the Animals."
Roqi's eyes narrowed.
"A corpo hired muscle? But their funding dried up—how are they paying anyone?"
He quickly ruled it out.
"It's NetWatch."
Rogue dropped the bomb.
"How do you know?"
"Didn't even need T-Bug. One of my hackers probed the ICE they set up inside. Barely made it out."
Rogue sneered. "Pure NetWatch architecture. No doubt. You go head-on in cyberspace, they'll shatter you."
So, NetWatch wasn't hired by the Animals.
More likely, they hired the Animals.
As for NetWatch vs. the Voodoo Boys? That was shadow-op rumor territory—even Rogue only had vague details.
The Voodoo Boys included black-hat netrunner gangs. NetWatch? Naturally hated their guts.
Those two groups clashing made total sense.
And with the Voodoo Boys low on numbers and distracted?
Perfect time to wipe them out.
While the snipe and clam fight—the fisherman wins.
And today, Rogue was the fisherman.
She wasn't about to let this golden opportunity slip by.
"So what's the plan?"
Roqi opened the initial document. "Stick to this?"
"That's too rigid."
Rogue tapped her temple. "Stay flexible."
She'd just told him that moments ago.
"First, we scout the area. Map the terrain. Then figure out the Voodoo Boys' strategy—how they're clashing with the Animals."
That was the first phase. Let the two factions bleed each other dry. The outcome? Didn't matter.
From the sparse intel, NetWatch and the Voodoo Boys had already clashed more than once recently.
But the details were buried under secrecy and the Voodoo Boys' tight-knit nature.
That's why Rogue needed boots on the ground.
She had her own mercs, her own netrunners—no need to rely on anyone else.
They were here because the target was the Voodoo Boys, not because they cared about some turf war.
Roqi's job was recon and analysis—and at the right time, pour fuel on the fire.
The harder the Voodoo Boys and Animals went at it, the more openings they left.
Rogue had a full-blown "assault plan" with alternate contingencies in hand.
When the timing was right, they'd blitz the Bati Hotel and wipe out the Voodoo Boys' HQ.
That's when Roqi's favorite toys—explosives—would finally shine.
"But we still need to be careful."
Rogue didn't relax just because the Voodoo Boys were in a tight spot.
"T-Bug says their netrunning is top-shelf. We need to be ready for hacks on cyberware."
Picture this: a merc fully chromed up, mid-combat, loses his optic feed, his cyberarm spasms and drops his weapon, his neuralware fries and starts cooking his brain…
Total nightmare.
Sure, high-end cyberdecks had solid ICE and defense, like castle walls against intrusion—but even that wouldn't stop a coordinated swarm.
And Roqi?
He was the Voodoo Boys' worst nightmare: a guy with elite anti-hacking skills and just enough combat training to get the job done.
This mission was made for him.
