"Anything else?", Rosse chuckled lightly, not feeling any pressure at all.

If it were a pack of wolves coming, he might put in some effort.

But since it was just a bunch of crows squawking, dealing with them was far too easy.

To put it bluntly, these allied nations were gambling. Gambling that he couldn't kill everyone.

["Forgive me for being blunt, but with his personal history and aptitude, without enough advisors at his side, he isn't qualified to be a king,"] Sora remarked without politeness.

"Hahahaha! In this world being a king has nothing to do with ability. Plenty of kings are far worse than him. Let him hold it for now. If someone's getting eliminated, it'll be the others first. Oh right, keep someone on Tesoro. CP has been training some new recruits lately, send a few to help out around Tesoro," Rosse said with a smile.

And as per your system, promotion to Vice Admiral will require at least three years of service in the Four Seas. To be promoted to Admiral, one must have served as supreme commander of a sea for at least two years and made notable contributions during that tenure,"] Sora replied.

These were rules Rosse had long since planned. She, as his representative, simply relayed them at Marine meetings.

Both Sakazuki and Borsalino supported Rosse's proposals.

The Four Seas were the cradle of piracy. If their problems could be solved at the root, pirates in the Grand Line would decrease greatly as well.

And the price? Just some time from Vice Admiral–level powerhouses.

A Vice Admiral in the Four Seas was essentially unstoppable. Safety was not a concern at all.

By contrast, tossing Vice Admirals into the New World meant that even a natural disaster could kill them.

Sakazuki might despise pirates and want them all eradicated, but he wasn't about to send Vice Admirals to their deaths.

As for slaughtering New World pirates, Sakazuki was more than eager to handle that personally.

Sora's voice continued, ["Recently, Figarland has started secretly contacting the Revolutionary Army. He's provided Moa with 100 billion Berries in aid, and even offered convenience for them to develop in secret."]

"Moa agreed?", Rosse asked with amusement.

Moa was currently the temporary leader of the Revolutionary Army. The reason she hadn't officially taken the top seat was twofold: her strength wasn't quite enough, and she had always remained at Rosse's side. Without showing herself, she naturally couldn't fully control the Revolutionary Army.

It was also because of her lack of strength that Moa had no idea they were monitoring her.

In truth, they no longer used Observation Haki for surveillance. Instead, during moments when Moa was fooling around with Rosse, they had modified her Den Den Mushi.

Now, every piece of information transmitted from Moa's Den Den Mushi was monitored by Sora.

On the other end, Sora smiled faintly. It would be stranger if Shanks didn't hate Rosse.

The main combat force of Roger's crew had all died at Rosse's hands.

The proposal to eliminate Roger's remnants was probably pinned on Rosse by Figarland, though it was also true.
