However, while Ray of Judgment lost several levels of Karmic Luck, Kyle didn't condense a True Sin Aura.
The gap in Karmic Luck between condensing Sin Flames and condensing a True Sin Aura was larger than the gap between neutral Karmic Luck and condensing Sin Flames.
Additionally, Ray of Judgment had a bigger share of the blame than Kyle. After all, he had warned them with the declaration of battle. Dawnlight had had several days to evacuate its Seekers.
It was standard procedure to send civilians to different Planets, since the war would be fought directly at the headquarters of the defending Organization.
