This incident proved beyond doubt that Raina was indeed a spy sent by the Shadow Council to infiltrate the Avengers. At the same time, the evidence and testimony provided by the Illuminati were officially accepted.
The World Security Council held S.H.I.E.L.D. accountable, and the agency paid a heavy price for this because of its full support for Carol. Nick Fury resigned as Director of S.H.I.E.L.D., and Phil Coulson became Nick Fury's successor.
As for the Avengers, Carol Danvers and Medusa both withdrew from the Avengers and were further investigated by S.H.I.E.L.D. Of course, the only person who was actually investigated was Carol, as Medusa had been taken back to Attilan by Black Bolt.
Carol and Medusa were not the only ones who withdrew from the Avengers.
Scarlet Witch Wanda Maximoff withdrew from the Avengers, Hawkeye Clint Barton retired and returned home to his family, and Tony Stark became a nominal consultant to the Avengers, ending his official membership and remaining with the Avengers as an external member. He would not participate in the specific affairs of the Avengers in the future.
Bruce Banner disappeared and left Earth on an Avengers spacecraft, self-exiled into space, and his whereabouts remain unknown.
During the previous incident in New York, although he was controlled by drugs, he did harm and even kill many innocent civilians. Banner, filled with remorse and believing it too dangerous to remain on Earth, chose to exile himself.
With the departure of Sebastian and the Fantastic Four, the Avengers are now reduced to Captain America, the Winter Soldier, Falcon, War Machine, Black Widow, Vision, and Quicksilver. Although two Inhumans will join the Avengers later, only Captain America and Black Widow remain of the original seven Avengers. It is no wonder, then, that the Avengers' strength has been drastically reduced, just as the Shadow Council had predicted.
Finally, Black Panther T'Challa and Scott Lang, the second-generation Ant-Man who participated in the Civil War, did not join the Avengers. Instead, they were contacted by S.H.I.E.L.D., with whom they appear to have a closer relationship.
A month after the events of the Civil War, the aftermath gradually subsided.
Atop the New World Sky Fortress, with Agent Hill and Nick Fury resigning, the new Director Coulson appointed Skye, codenamed Quake and officially renamed Daisy Johnson, as his deputy to handle S.H.I.E.L.D. matters.
Meanwhile, Daisy arrived at Coulson's office with two folders.
After presenting them to Coulson, Daisy spoke directly, "Director, the European Union is establishing its own paranormal response organization and has rejected our assistance. Therefore, the Council has decided to temporarily abandon Europe and focus our efforts on other issues."
Coulson reviewed the documents, confirmed their accuracy, and signed his name. He then opened the second file, frowning slightly as he read its contents.
"The Ultimate Avengers Initiative? What is this about?"
Daisy was quite helpless about this matter. She shrugged and said directly, "The Council and the United Nations realized that the Avengers are powerful and uncontrollable, so they decided to establish a superhuman organization in the name of creating an Avengers branch team. This team will obey the Council and the United Nations. This superhuman organization will be directly controlled by S.H.I.E.L.D."
"It seems that there is no possibility for me to refuse this."
"The Council and the United Nations have made the decision and have contacted the relevant personnel in the name of S.H.I.E.L.D., but there is only one problem now. They want Carol Danvers and me to join as captain and vice-captain of the Ultimate Avengers team respectively, but we have not contacted Carol Danvers yet, and you, Director, will need a new deputy."
Looking at Daisy, Coulson sighed and said, "Daisy, have you really decided to join? Coulson knew this was Daisy's true reason for joining the Ultimate Avengers; she could not let go of her parents.
"Okay, it is settled then. I will bring Agent May back from her leave to serve as my deputy. And now, come with me to meet Carol!"
When Nick Fury resigned, he introduced Coulson to Carol, who expressed her willingness to continue working with Coulson, just as she had with Fury.
Coulson, carrying a folder, led Daisy to a training room inside the New World Sky Fortress. As they reached the door, they heard the sound of heavy impacts from within.
Looking at Daisy, Coulson shrugged and used his fingerprint to open the door. The two stepped inside and immediately saw Carol, wearing only a tight tank top, punching a massive sandbag in front of her with her bare fists, without using any powers.
Bang, bang, bang...
Carol immediately knew Coulson and Daisy had arrived.
But she did not stop. Instead, she continued to pound the sandbag while addressing them, saying, "Coulson, Daisy, what do you two want to talk to me about?"
"We are bringing you something important," Coulson said, walking over and handing her the folder.
Carol took the folder, examined the documents inside, and after a few minutes, closed it. "I will join, but I will leave after I deal with the Shadow Council. There are many more places in the universe that need help, and they do not have superhero organizations like the Earth has with the Avengers."
"Of course, the Shadow Council is the ultimate target of the Ultimate Avengers anyway."
"Okay, then. When can I meet my team?"
"Besides you and Daisy, the Ultimate Avengers team includes the familiar Black Panther T'Challa and Ant-Man Scott Lang, as well as the two symbiotes Venom and Scream. A total of six people are the first team members."
"Six people, that is enough!"
Nodding, Coulson spoke again, "Okay, then I will immediately arrange your equipment and other logistical measures. Once you are ready, the Ultimate Avengers can begin operations immediately."
