The Evil Faction would still view him as a stepping stone towards advancement, looking for chances to kill him to gain reputation, but would no longer see him as a lamb easily manipulated.

Not only enemies, but even allies, would cast dangerous glances his way.
The Evil Faction is fragmented, but the Justice Faction is not a unified front either.
In terms of hidden agendas and self-interest, the heroes of the Justice Faction may not be much better than the vermin of the Evil Faction.
Everyone would be watching Herbert, trying either to become him, or to bring him down.
