Chapter 876 - Chapter 84: Leaving Shanghai (Part 1)

Even the local government in Shanghai is a bit afraid of this order, considering that Qing Bang's headquarters is just in Shanghai.

Even though the local government and military have strong anti-riot capabilities to prevent a big upheaval from Qing Bang, the law can't punish everyone. Even if they manage to stop one person, two people, or three people, what difference does it make? There are just too many people in Qing Bang, making up nearly 2% of Shanghai's total population.

What does this mean? Nowadays, Shanghai has a resident population of 18 million people, but Qing Bang accounts for over 200,000 of them. If Qing Bang fully riots, even if the military and police have the capability to control the situation, are they really going to put everyone in jail?

Moreover, with reforms in place, detentions typically last no less than six months now.

If that's the case, would the local government or military really spend so much money to feed a population of 200,000 for six months?
