"No, we cannot break the Leader's rules." Sō knew that he could give Qingwu a Pokémon only because Boss Sakaki took his past poisoning into account, and that Deino used to be Sō's Pokémon.

Sō giving his Pokémon to Qingwu was not a violation. It was fortunate that Qingwu chose Deino, otherwise, it would have been difficult to account for.

But if Kyū's Pokémon were to help Qingwu, it would greatly cross Sakaki's bottom line.
