"I guess she wants to use the Flying Technique," said one mage student.
"Flying Technique? Impossible." His classmate immediately denied it.
Li Ang knew why it was considered impossible. Although the Flying Technique is a Magic that can only be learned in the Transcendent Realm, almost everyone in Thousand Tower City can use it. Even if they can't become Extraordinary Mages, scrolls or Magic Items storing the Flying Technique are very cheap.
Because of this, people who can fly are buzzing around the sky all day, possibly causing various accidents. To ensure the normal operation of Thousand Tower City, no-fly zones have been established in the city.
The Council of the Hexamark didn't rely on the self-discipline of various Casters to maintain the no-fly order. Instead, they directly set up large-scale no-fly Magic Arrays, with each Magic Academy being the most closely monitored.
