Chapter 31 - C31

Question: What should I do if a creepy guy keeps calling me "Big Bro"? Asking online, urgent!

That was exactly how Yahn felt right now.

Honestly, even the Fleet Admiral Sengoku looked bewildered at this moment.

"Big Bro?"

How could that brat Yahn be called "Big Bro" by none other than Captain Tokikake—the Navy's most outstanding rookie?

Tokikake wasn't exactly known for being friendly. He was notoriously independent, proud to a fault, and intolerant of criticism. The only person he showed any real courtesy to was Gion, who was of equal strength and had never looked down on him.

So when Tokikake suddenly addressed Yahn that way, Sengoku couldn't help but ask, "You two know each other?"

Before Yahn could respond, Tokikake cut in eagerly.

"No, not really. But there's something I need to apologize to Big Bro Yahn for."

"…Huh? Apologize?"

Yahn was stunned. Has this guy finally realized that I'm going to outlive the old man and that the future belongs to the young? Is he switching sides and betraying the Fleet Admiral to curry favor with me?

Yahn shot Sengoku a sidelong glance and said calmly, "Go ahead, Captain Tokikake."

Tokikake immediately launched into a tearful confession.

"To be honest, this isn't the first time I've seen Big Bro Yahn. Over the past few days, I spotted him in this area a few times. But back then, I was foolish. I thought he was just some second-generation World Government official who liked to, uh… flash himself in public."

"I didn't even introduce myself. In fact, I secretly cursed him several times. Looking back now, I was terribly rude and ignorant. Please, Big Bro Yahn, forgive me!"

---

What… did you just say? Flashing in public?!

Thank the heavens we didn't meet earlier—my mood would've been ruined for days.

If Sengoku weren't right in front of him, Yahn might've punched Tokikake right then and there for crying like a sleazy drama character.

"Ahem…"

Yahn cleared his throat to cut off Tokikake's overly emotional speech.

"Captain Tokikake, a proper Marine must have independent judgment and a clear sense of duty. You must not be swayed by personal emotions, nor allow favoritism to cloud your decisions. So even if you're trying to get on my good side, I'll still… treat matters fairly."

Translation: No matter how much you suck up, I'll still "repay" you properly.

Even if Tokikake regretted calling him Big Bro now, it was too late.

Unfortunately, Tokikake completely misunderstood Yahn's subtext.

"I understand. Thank you for your guidance, Big Bro!"

He wiped his tears and said solemnly, "I've always acted too impulsively—just like how people often misjudge things based on appearances. It's a mistake I need to correct."

Impulsive?

Yahn started to think the real mistake was talking to this guy at all.

If all the Marines are like this, no wonder they can't get rid of the pirates.

Yahn's mouth twitched slightly. He replied with a dry, "Heh."

On the other hand, Sengoku seemed… oddly pleased. This brat Yahn might be more charismatic than I thought—he already tamed Tokikake on their first meeting.

"Even if you two hit it off right away, you can bond later. We have more important matters to discuss."

Sengoku's face grew serious. He took Yahn's promotion paperwork back from Tokikake and began explaining.

"Gion, Tokikake, Yahn—your next assignment from Navy HQ is to head to the West, South, and North Blue, respectively, and conduct inspections of the regional naval branches. Your role is to ensure integrity and discipline at the grassroots level."

"This marks the establishment of a new division: the Inspectorate, and you three will be its first official Inspectors."

As soon as Sengoku finished speaking, Tokikake raised a hand, puzzled.

"Wait, there are four major seas—why only assign Inspectors to three?"

Sengoku shook his head.

"The East Blue doesn't need one. Ever since Roger's execution there, the pirate activity has surged dramatically. Fearing someone may rise to inherit Roger's evil will, the World Government has stationed Vice Admiral Garp there permanently."

Suddenly, it all clicked for Yahn—So that's why Marineford felt strangely peaceful. It was missing one explosive factor… Vice Admiral Garp.

Hearing this, all three—Yahn, Gion, and Tokikake—felt a twinge of sympathy for the pirates in the East Blue.

After all, who was Garp? A man who punched the Pirate King and kicked the Golden Lion. An absolute beast.

Putting someone like him in the East Blue? That wasn't defense—it was nuclear sanitation.

What used to be a beginner-level region for pirates had instantly become nightmare mode.

"Yeah," Tokikake muttered, smacking his lips. "With Vice Admiral Garp around, I doubt any pirate could escape to the Grand Line. And with his reputation, I bet no Marine dares step out of line either."

"Not necessarily…"

Yahn, who had met Garp several times, replied confidently, "If you're lucky and catch him during one of his naps or lazy spells, you might just slip past him."

"Enough about that lunatic. Let him handle the East Blue."

Sengoku cut off Yahn's brutally honest assessment and got back on track.

"Each Inspector will be equipped with a medium-sized warship, one adjutant, and 500 Marines. You may choose which sea to oversee among the remaining three. Your duty starts immediately."

He paused and swept a sharp gaze across the trio.

"This will be a critical opportunity for all of you. Compared to the Grand Line, these seas may seem lacking in strength, but they are the true foundation of the Navy."

"Understood!"

The three of them snapped off crisp salutes in unison.

Sengoku then handed them their appointment letters and outlined the scope of their responsibilities in detail.

In short, Navy HQ wanted to dangle a Damocles' sword over the heads of the regional branches—and the Inspectors would be its eyes and ears.

As the trio began to discuss who would take which region, Yahn—who was usually the most passive—surprised everyone by stepping forward.

"I'll take the North Blue."

The moment those words left his mouth, Sengoku froze mid-motion.
