Chapter 451 - Chapter 448: Takamimusubinokami, Tsukuyomi, and Hinata becoming a Secretary!

After the jonin meeting and the victory ceremony ended, everyone got busy.

Leaving aside everything else, just relocating Konoha to the Fire Nation's metropolis was no simple task.

Konoha might be called a "village," but in reality it was no smaller than any major city.

It covered a vast area, had a huge population, and moving it would take a long time.

Luckily, Kitazawa had plenty of time and wasn't in a rush.

"Lord Hok—… Your Majesty."

Konan walked into the Hokage's office and instinctively blurted out the first three words, but she quickly caught herself and changed how she addressed him.

The Hokage was now merely the commander of the ninja forces.

An emperor ranked above a Hokage, so "Your Majesty" was more appropriate.

"This is the information you wanted."

Konan stepped up to Kitazawa and handed him a scroll.

Kitazawa nodded and casually took it.

The contents recorded the names of the nobles and officials across the Five Great Nations.

He only recognized one of them—the Fire Daimyō.

But whether he recognized them didn't matter.

He had requested this list for one reason:

To plant subtle genjutsu suggestions in them.

Kitazawa did want to replace all of them in one sweep, but he simply didn't have enough suitable talent right now.

Yet if he didn't replace them, he worried they'd start doing shady things.

After all, he knew exactly how awful feudal-era nobles and officials could be.

Fortunately, this was the shinobi world—problems could be solved the shinobi way.

That meant using genjutsu to make them diligent and conscientious.

Kitazawa picked up a pen and wrote this method at the end of the scroll.

These nobles and officials were all ordinary people. They had no way to resist genjutsu, so he didn't even need to do it personally.

"Give the scroll to Itachi," Kitazawa said as he closed it.

"Yes, Your Majesty."

Konan stepped forward and took the scroll.

[Current Mission: Unify the Five Great Nations.]

[Reward: Takamimusubinokami.]

[Mission Completed. Reward Granted.]

After Konan left, three lines of text appeared before Kitazawa's eyes.

After receiving the system's injected knowledge, he nodded thoughtfully.

The effect of Takamimusubinokami was to absorb a target's chakra and refine it into a pill. Consuming the pill would increase one's own power.

For Kitazawa in his current state, it wasn't especially useful.

His strength had already reached a bottleneck.

But for everyone else, it was a different story.

In theory, with Takamimusubinokami, he could mass-produce Ōtsutsuki-tier powerhouses for Konoha.

The premise, of course, was having enough chakra to refine into pills.

Even if only a small number of people benefited, it would still raise Konoha's overall strength.

Kitazawa's first thought was the four bows he had created.

Those four bows sealed the Zero-Tails, Mōryō, the Dragon Vein, and Go.

Now that he had Takamimusubinokami, he could refine them into pills and have Hinata Hyūga and the others consume them.

That way, their chakra would truly become Hinata's chakra and the others' chakra.

They wouldn't need to use Yin Release Chakra Mode anymore to "borrow" that chakra.

And it wouldn't just be them—there were also the jinchūriki.

If Kitazawa were ruthless enough, he could even refine the tailed beasts in one go.

But Naruto Uzumaki definitely wouldn't agree.

After all, his relationship with Kurama was extremely close.

Kitazawa stood up and used the Flying Thunder God Technique.

In the next instant, he appeared at the Hyūga clan compound.

Hinata Hyūga instinctively looked over at him.

She froze for a moment, then her face lit up with surprise and joy.

She immediately deactivated her Tenseigan and walked up to him.

"Training the moment the war ends?" Kitazawa asked, reaching out to run his hand through her smooth hair.

"I haven't fully mastered the Tenseigan yet," Hinata replied softly.

"No need to rush," Kitazawa said with a light smile. "Rest when you need to. We've got time."

"I want to help," Hinata said. Then she suddenly remembered something and hesitated. "Um… Kitazawa-sensei…"

"If you've got something to say, just say it," Kitazawa said, pinching her cheek.

"Sasuke and the others became the emperor's guards," Hinata took a deep breath, looked up at him, and asked, "What can I do?"

"What do you want to do?" Kitazawa understood what she meant and asked back.

"I don't know," Hinata paused, then added, "Whatever Kitazawa-sensei tells me to do, I'll do."

Kitazawa paused slightly and thought.

Given Hinata's status and position, it really didn't make sense for her to be "just" a jonin.

But she wasn't a jinchūriki, and there were already enough imperial guards—there was no need to add more combat power there.

"Then starting today, you'll serve as a trainee Hokage secretary," Kitazawa decided. "I'll have Shizune-senpai teach you."

Hinata's eyes brightened, and she nodded quickly.

She'd heard of the Hokage secretary position and knew what kind of work it involved.

More importantly, it meant she could help Kitazawa.

"Give me the Moonchaser Bow," Kitazawa said, remembering the main reason he came, and held out his hand.

Hinata immediately handed it over.

Kitazawa gripped the bow and stepped back.

He raised his left hand and aimed his palm at the bow's body.

Takamimusubinokami!

A powerful suction burst from his palm.

The Moonchaser Bow shuddered violently. The seal inside it was completely undone, and Satori instinctively tried to flee.

But it was immediately caught in the suction and couldn't move.

It sensed danger at once and struggled desperately.

It was pointless.

Satori might have been on par with a tailed beast, but Kitazawa's strength was no longer what it used to be.

Even if all nine tailed beasts stood before him, they would only be instant kills—let alone Satori.

A massive amount of chakra gathered in Kitazawa's palm and compressed.

When it condensed to the limit, a pale gray, round pill formed.

With Satori gone, the Moonchaser Bow immediately became far dimmer.

But Hinata's strength wouldn't be affected by that.

Before, the arrows were produced by Satori within the bow.

From now on, the arrows would be produced by Hinata herself.

"Eat it," Kitazawa said.

Hinata didn't understand, but she didn't ask questions. She took the pill and put it into her mouth.

It was a little cool, but had no taste.

After chewing a few times, she swallowed.

Hinata's eyes widened suddenly.

She felt an immense chakra surge appear out of nowhere and spread through her entire body.

Her clothes and hair fluttered up.

Dust around them was blown outward.

Kitazawa activated the Byakugan.

Hinata's internal condition was clear at a glance.

How should he put it?

Hinata's state now was similar to Yakumo Kurama's.

There was an extremely dense Yin Release power within her.

Her overall strength hadn't increased dramatically compared to before, but using her own chakra was obviously better than borrowing chakra.

From now on, even without the Moonchaser Bow, Hinata's strength wouldn't plummet.

"Thank you, Kitazawa-sensei!" Hinata came back to herself and roughly understood what had happened.

The bow's change was obvious, after all.

"I'll take you to meet Shizune-senpai," Kitazawa said. He returned the Moonchaser Bow to her, then used Flying Thunder God again.

The two of them arrived at the Hokage Secretary Office, which hadn't been renamed yet.

"Shizune-senpai," Kitazawa explained why they were here.

"No problem," Shizune nodded with a smile. "I'll teach Hinata properly."

Even though Hinata wasn't very old, the shinobi world still valued strength above all.

Shizune didn't think there was anything wrong with Hinata becoming a Hokage secretary.

Hinata had already become famous across the shinobi world.

It was the same logic as Sasuke and the others becoming imperial guards—no one would object.

"Hinata, if you have any questions, you can come next door and find me," Kitazawa said, patting Hinata's head before turning to leave.

He quickly returned to the Hokage's office.

"Uchiha Itachi has already set out for the Fire Nation's metropolis," Konan reported when she saw him.

Kitazawa nodded.

After sitting down, he suddenly remembered something important:

Teleportation Formation.

If they had teleportation formation, Itachi wouldn't need to run all the way to the Fire Nation's metropolis.

And with the relocation about to happen, teleportation formations were even more necessary.

Thinking that, Kitazawa picked up paper and pen.

The sooner teleportation formations appeared, the better.

He planned to develop them during this period.

Kitazawa had already learned the Flying Thunder God Technique.

Now he only needed to convert Flying Thunder God into a teleportation formation.

Time moved into March.

After half a month of relocation, some departments had already been transferred to the Fire Nation's metropolis.

For example, the Engineering Department.

They moved first because they needed to remodel the metropolis.

In a room on the first floor of the Hokage Building—

The floor was covered in dense, intricate formulas.

Nara Shikaku, Shizune, Uchiha Fugaku, Hyūga Hiashi, and other top leaders of Konoha watched as Kitazawa placed chakra crystals.

Chakra crystals were highly condensed chakra—simply put, chakra sealed inside a crystal.

The most typical example was the First Hokage's necklace.

It sealed Senju Hashirama's chakra and could even suppress the Nine-Tails.

Kitazawa was placing chakra crystals as the power source for the teleportation formation.

After all, the teleportation formation was essentially Flying Thunder God.

The farther the teleportation distance, the more chakra it requires.

Teleporting from Konoha to the Fire Nation's metropolis was a long distance.

After thinking it over, Kitazawa chose chakra crystals as a substitute.

As for where the chakra inside the crystals came from—nine tailed beasts.

They had plenty of chakra anyway.

Making them periodically produce chakra crystals was easy.

"Which of you wants to try it?" Kitazawa asked with a smile after finishing the setup.

"I will," Shizune said, stepping into the center of the formation.

Following Kitazawa's instructions, she fed chakra into the formulas on the floor.

A faint chakra glow enveloped her, and she vanished from the spot.

Shizune felt her body sway—

And the next moment she appeared in another room.

She pushed open the door and realized she was now in the Fire Nation's royal palace, surrounded by palatial buildings.

"This is… incredible!" Shizune couldn't help exclaiming.

She understood very clearly what this teleportation formation was worth.

Whether used in war or elsewhere, it would save enormous amounts of time.

Shizune returned to the room and injected chakra again.

She reappeared back in Konoha.

"The teleportation formation works perfectly," Shizune said, taking a deep breath.

Uchiha Fugaku, Hyūga Hiashi, and the others immediately looked stunned.

They all understood just how terrifying the impact would be once teleportation formations became widespread.

"From now on, the Engineering Department will be responsible for maintaining the teleportation formations," Kitazawa instructed.

"Yes, Your Majesty," Hyūga Hiashi responded at once.

"This is for you," Kitazawa said, taking out a map. "The points marked on it are teleportation formations. For now, there are a hundred of them, spread across the shinobi world."

A single teleportation route clearly wasn't enough.

The shinobi world was huge.

And teleportation formations were also divided into three types:

Single-person formations, hundred-person formations, and thousand-person formations.

Anything above that was rarely used.

Teleporting more than a thousand people was generally only needed in wartime.

The shinobi world was relatively peaceful for now, so it wasn't necessary yet.

With teleportation formations, Konoha's relocation speed increased dramatically.

In less than two months, everyone except the First Ninja Force had already moved to the Fire Nation's metropolis.

"Still not used to a new office," Kitazawa said, looking around his new workspace.

The old Hokage office had a modern style, but the new office was ancient and traditional.

Because this place was a side hall within the palace of the Fire Nation's metropolis.

It looked like a classic study.

Kitazawa walked to the desk.

A pile of documents was already waiting there.

He casually picked up the first one.

It was a map marking where each department was located within the palace complex of the Fire Nation's metropolis.

The palace was now divided into two main sections.

The front section—the outer palaces—served as offices for the various departments.

The inner section housed Kitazawa, Tsunade, Kurenai Yūhi, and the others.

From now on, he would live long-term in the Fire Nation's metropolis.

As for Konoha, when he wasn't there, Nagato would temporarily act as Hokage and oversee the First Ninja Force.

Kitazawa roughly memorized the layout and set the document down.

The second document was from Uchiha Itachi.

As instructed, Itachi had already planted genjutsu suggestions into the nobles and officials of the Five Great Nations.

At the same time, he raised a question: what should be done about the other countries and hidden villages?

Kitazawa rubbed his chin.

It really was a good question.

Right now he had only unified the Five Great Nations and the Five Great Villages—he hadn't unified the entire shinobi world.

After all, this shinobi war hadn't touched the other countries and villages.

But dealing with them would be simple.

"Konan, go call Shi—… call Hinata over," Kitazawa corrected himself.

Konan nodded and turned to leave.

"Kitazawa-sensei."

A moment later, Hinata opened the door and walked in.

Just like before, she hadn't changed how she addressed him—because "sensei" felt more intimate to her.

Kitazawa didn't mind, and he explained the task to her.

Simply put, the Hokage Secretary Office would send notices to the other countries and hidden villages:

Either merge into the Fire Nation—

Or wait for Konoha's ninja forces to arrive in person.

[Current Mission: Unify the shinobi world.]

[Reward: Infinite Tsukuyomi.]

[Accept?]

Kitazawa let out a small sound of surprise.

Infinite Tsukuyomi—simply put—used the moon as a medium to cast a genjutsu over the entire shinobi world.

Under normal circumstances, shinobi below Six Paths level would find it extremely difficult to break free.

Because Infinite Tsukuyomi was the power of the Rinne Sharingan.

Kitazawa felt puzzled.

Did that mean if he completed this system task, he could use Infinite Tsukuyomi without a Rinne Sharingan? Or would it be an incomplete version?

But one thing was certain—unless he was truly bored out of his mind, he probably wouldn't use Infinite Tsukuyomi.
