The Grand Line, Paradise.
A pure white vessel bearing the flag of the World Government sliced arrogantly through the waves.
On its deck stood three teams of CP0 agents, all dressed in pristine white suits. Dozens more from the CP network lingered nearby, their posture rigid, their presence cold and disciplined.
Three CP0 captains gathered near the center, murmuring among themselves as they sifted through intelligence reports gathered from across the seas.
"According to reliable sources, Admiral Aokiji Kuzan hasn't been seen at Navy Headquarters for quite some time," one said.
"Maybe he's napping somewhere, but even laziness has its limits."
"Also, the recent expansion of the Navy's G-3 Branch looks suspicious."
"That old woman, Tsuru, used her influence to push it through claiming it was for her granddaughter's future. She silenced every voice of opposition."
"Akainu is no different. His daughter is stationed at G-3 as well."
"And Aokiji's troublesome friend, Smoker, was transferred from Loguetown straight to G-3 by special order."
"The hawks, the doves, the veterans of the Navy all their most valued or personally connected protégés are being gathered in that one small branch."
The leading captain's eyes deepened as he pulled a dossier from his coat and threw it on the table.
"All the threads lead back to this man."
The wind flipped open the first page, revealing the portrait of a young officer and beneath it, a name written in bold.
Vice Admiral Renn Hawk.
"A man who rose from an East Blue branch lieutenant colonel to a Headquarters vice admiral in less than a year," another captain muttered. "That's impossible without powerful backing."
"And that's the problem."
The first captain's finger struck the photo with a sharp thud.
"He has too much support and from too many different factions. It's unnatural."
"This isn't about internal politics or grooming new talent anymore."
"The Navy is preparing for something big."
"And Renn Hawk... is at the eye of the storm."
The leading captain straightened, his hands clasped behind his back as he stared at the vast, turbulent sea ahead.
A cold smile tugged at his lips.
"No matter," he said softly. "That's why we're here."
"This investigation unit, led personally by three CP0 squads, was assembled by direct order of the Five Elders."
"I want to see what kind of game the Navy's playing acting like a dog that's forgotten its master."
At that moment, the watchman's alarmed voice rang out from above.
"Report! Navy fleet sighted ahead!"
"Five massive warships closing fast!"
The three CP0 captains exchanged wary looks and strode to the bow.
Across the horizon, a colossal fleet advanced in perfect battle formation.
The five leading warships loomed like iron giants, their cannon ports glinting with lethal intent.
"Hmph. Quite the display," one sneered.
"Keep course. Let them know who we are."
The captain raised his hand and gestured forward, his tone dripping with superiority.
As the elite intelligence arm of the Celestial Dragons, CP0 had long grown accustomed to looking down on others.
To them, the Navy was nothing more than a pack of obedient hounds owned by the World Government a force to be ordered, not questioned.
"Signal them. Tell them we are the World Government's Supreme Inspection Division, dispatched under the authority of the Five Elders."
"Order them to clear the way and prepare for inspection!"
But before the messenger could even descend below deck
BOOM!
The sky split with thunderous cannon fire.
BOOM! BOOM! BOOM!
The Navy fleet unleashed a coordinated barrage, a wave of explosive fury that ripped across the sea.
Shells screamed through the air, a symphony of destruction descending upon the CP0 vessel.
KABOOM!
The white hull erupted in a storm of fire and smoke. The ship bucked violently, the deck trembling under the concussive force.
Wood splintered, steel twisted, and several CP agents were blown overboard before they could even scream, vanishing into the churning sea below.
"What the hell?!"
"Enemy attack!"
"It's the Navy they're firing on us!"
The deck erupted in chaos as disbelief swept through the CP agents.
The three CP0 captains locked eyes midair each seeing the same shock and fury reflected back.
Why?
Why would the Navy fire on a vessel flying the World Government's own flag?
Had they lost their minds?!
This was outright rebellion!
The leading captain's face flushed red with rage, veins bulging at his temples.
"Send the signal now! Tell them to cease fire!" he roared. "Inform them we're CP0 an inspection unit sent by the Five Elders themselves!"
His voice cracked under the weight of fury and disbelief. He was already imagining the punishment he'd mete out stringing the enemy commander up from his own mast.
But the sea had no mercy left to give.
Before the echoes of the first salvo even faded
BOOM! BOOM! BOOM!
The second wave struck.
Cannon fire poured down like a rain of steel, tearing through the ship from bow to stern.
CRACK!
The towering mainmast snapped under the barrage, collapsing in flames onto the deck. Burning cloth and shattered timber scattered across the planks as screams filled the air.
The hull groaned and splintered, the white vessel breaking apart under relentless fire.
"Abandon ship!" the captain bellowed.
He leapt upward, feet striking air as he shot skyward with Geppo.
The surviving CP0 agents followed, their white suits flickering like ghosts against the smoke-filled sky.
From above, they watched in rage and disbelief as their proud ship burned below them consumed by the Navy's merciless bombardment.
On the flagship's deck stood six figures, all stepping onto the air to meet them.
At the center was a towering man with short purple hair and a scarred face Zephyr.
Behind him hovered five seasoned vice admirals, their auras sharp as drawn blades.
"Zephyr! Have you gone insane?!" the CP0 captain shouted, his voice breaking with fury. "Do you even realize what you've done?!"
"This is rebellion! The Navy is declaring war on the World Government!"
Zephyr said nothing.
He simply raised his hand then brought it down.
"Fire."
The cannons roared once more, drowning the sea in flame.
