Compared to the bustling crowd of over a thousand at number 32, there doesn't seem to be a shortage of people lining up here either, with several dozen.
The problem is... a third of them are slick human resources agents, and the rest just come up and ask, "How much more can you offer?"
Asking isn't the main issue.
The key is that after asking, these people shake their heads and walk away, with a disappointed look as if they're comparing options and decided yours isn't good, making Garcia grind his teeth.
"Could it be we won't even recruit 500 people, eliminated in the first round?"
Glancing at the box with at least 400 badges left, Garcia's face turned grim.
He wanted to have the guards drive away these agents, but feared offending them would result in even fewer recruits, leaving him caught between a rock and a hard place.
"Surely not. You're at least a Second-stage Inspector now. How come your performance isn't as good as those First-phase ones?"
