Arlong was once a member of the Sun Pirates.
In his original world, Fisher Tiger, to rescue fellow fish-men enslaved and bought by human traffickers, climbed Mary Geoise, the World Government's holy land headquarters, with his bare hands. He caused a commotion there, freeing thousands of slaves of different races.
Later, he formed the Sun Pirates and roamed the seas. Most of the crew members were fish-men, and Arlong was one of them.
However, in this world, before Tiger could make that world-shaking move, Kaido, with the help of lightning storms, almost leveled Mary Geoise. Many Celestial Dragons died then. Numerous Celestial Dragon guards were unable to protect themselves and perished, while many slaves escaped.
Among those who escaped were a large number of fish-men.
As a result, Kaido has almost become a great hero among the fish-men. Although Kaido has no interest in being a savior of fish-men, nor did he attack Mary Geoise to save fish-men or slaves, many fish-men still worship him.

The Sun Adventurers gathered many fish-men, but Arlong didn't want to be just an adventurer.
He yearned to become as strong as Kaido and also greatly admired Kaido as a savior. Thus, he left the Sun Adventurers and set off alone for Wano Country, wanting to seek refuge with Kaido and join his Beasts Pirates.
On the ship, Tiger and his first mate, Jinbe, both approved his request to leave. But after he crossed numerous obstacles and endured endless storms and dangers to reach Wano Country, he didn't even get to see Kaido.
