In the original story, the Japan he reached was a magic-less world.
Unable to recover his strength, he was arrested by police.
A mighty devil king, reduced to a nobody, mocked by mortals.
In the end, he became Maou Sadao, working human jobs to scrape by, sparking all sorts of comedic mishaps.
But that was the original story.
The Japan Satan Jacob arrived in wasn't the magic-less world of the source material. It was a chaotic crossover world, stitched together from countless anime and manga.
And this world had magic in its atmosphere.
If the devils of this world hadn't found him and taken him to the Hell, Satan might've started a war with humans.
With his power, he could've carved out a piece of Japan.
His strength fed on human fear and despair. A little chaos, and his power would flow endlessly. Establishing himself as a king in Japan wouldn't have been hard.
After all, if a Primogenitor could build a Dominion, why couldn't Satan Jacob?

Rias let out an awkward laugh. She had no desire to conquer anything—she was just a weak, pitiable high-class devil.
With her strength, world conquest was a pipe dream.
"You're joking, Lord Morpheus. I'm not that delusional."
"No ambition, yet so curious about me. Oh, I get it," Morpheus said, feigning realization. "You must be into me. That's why you're so interested, right?"
Rias was floored, speechless.
How could he say something so absurd?
They'd met once before, and this was their second encounter. Fall for him? Impossible.
Morpheus laughed heartily. "Your reaction just proves I'm right."
"No surprise there. A guy as outstanding as me naturally draws attention."
"No, I…" Rias tried to interrupt, to defend herself, but Morpheus cut her off.
"I know, I know. A shy girl like you wouldn't admit it outright. But I'll give you a chance to pursue me."

A snicker broke the silence.
Akeno, standing behind Rias, couldn't hold back her laughter.
Rias froze, catching the amusement in Morpheus's eyes, and realized.
She'd been played.
Talk about being blind to the obvious.
Akeno, the bystander, saw it clearly—Morpheus was teasing Rias.
But Rias, caught in the moment, hadn't noticed and was left flustered.
It was too amusing.
"Akeno!" Rias snapped, glaring at her Queen. She'd been mocked, and instead of helping, Akeno laughed at her.
How rude.
"Sorry, Rias," Akeno said, clasping her hands and winking. "You just looked so cute all flustered. Forgive me?"
Rias sighed, shaking her head. "What am I supposed to do with you?"
Akeno was her Queen, her retainer. What could she do but indulge her?
Then, she turned to Morpheus with a stern face. "Was it fun teasing me, Lord Morpheus?"
"Absolutely." He nodded withunapologetically honest.
"..."
After the brief banter, Morpheus didn't leave. Instead, he proposed discussing magic with Rias.
Humans called it magecraft.
Devils called it magic. What else would devil spells be?
The terminology differed, but the essence was the same.
As a Gremory, Rias was well-versed in a wide array of magic. Morpheus, trained by Medea, who studied under the goddess of magic Hecate, was equally knowledgeable.
Their exchange was mutually enriching.
Morpheus quickly grasped teleportation magic, summoning magic, destructive magic, and more, further expanding his arsenal.
Rias gained plenty too, and both were highly satisfied with the discussion.
