A Few minutes ago,
The students of Shrek suddenly heard a loud boom as dust was kicked high into the air, covering the centre of Sea God Island as a figure was kicked out into the sky, followed closely by a cool purple streak of lightning.
The lightning reached the slovenly figure as a roar seemed to echo from the air itself as the bright and clear sky suddenly struck down lightning that the purple figure caught in his hand and punched the other figure, making the sky over Shrek City briefly glow purple and charring the figure black and sending it flying back and kicking up another cloud of dust.
The purple figure also quickly followed the charred figure, entering the center of Sea God Island again.
"....What was that?!"
"That move was so strong! What was that?!"
"Was that Elder Xuan?! Who was it that beat up Elder Xuan?!"

Returning to the Sea God Pavillion,
"...Any objections?" Bei Bei asked again as he kicked the charred Xuan Zi slightly, making him groan in pain.
The others all shook their heads rapidly, even Yan Shaoze threw away his arrogance, this Bei Bei wasn't the weak and indecisive kid who left Shrek a year ago, he was serious and would severely injure them.
That's right, Xuan Zi was severely injured, Bei Bei did hold back but, that was to not kill him, not let him go scot free so easily.
"Xuan Zi's punishment will be confirmed later." Bei Bei said as he walked forward and sat down on the head seat of the Pavillion, "Let's first decided some changes necessary for Shrek, shall we?"
Mu En, looking at the severely injured Xuan Zi, closed his eyes unable to see the child he had raised like this as he nodded, letting Bei Bei manage everything.
"First of all, let's talk about the Admissions! The Academy only accepts those with recommendation letters which belong to nobles, fix it! We're an Academy! Not lackeys!"
"Let's begin with an entrance exam, one available to both nobles and commoners that are interested in the academy."
"Then, change the recommendation letters for only 10% admission criteria! Out of the usual 200 new admissions, only 20 will be recommended...as for if there are more than 20 recommended students? There'll be an entrance exam for those recommend as well, although it'll be a bit easier."
"We will also begin a commoner Martial Soul Awakening that will be conducted yearly, first beginning with the villages close to Shrek City."
An Elder suddenly raised a hand, Bei Bei paused an nodded to let him speak, "Bei- I mean, Pavillion Master, I don't think the Three Kingdoms will allow us to do it! After all..." He didn't need to say it, everyone knew that the three Douluo Kingdoms wanted control and security for themselves, it's one of the main reasons Douluo Continent is slightly inferior to the Sun-Moon Empire.
"....Why should we care?" Bei Bei asked with a slight smile, "After all, those three kingdoms will soon 'voluntarily' begin awakening the Martial Souls of common people." Bei Bei said, confusing them.

"Are we clear?" Huo Yuhao sat infront of the Emperors of Star Luo, Heaven Spirit and Dou Ling,
The three who would have been called Behemoths and those people wouldn't even be able to ever see in their lives were nodding like chickens pecking rice.
"Good, begin awakening the Martial Souls of commoners starting next month....if I find out you all tried any tricks..."
Truly, Authority of Fantasy that can even drag anyone from anywhere to his domain wasn't even part of it's true ability, although it did make these Emperors scared half to death

"Moving on, there will be Scholarships issued to students who are unable to pay the fees, providing money for their accommodation and needs. Let's divide it further into Full Scholarship, Half Scholarships and Work-Study depending on their results in exams."
"After that, let's talk about that damn Freshman Assessment, remove it. We'll make an Academic Ranking where the bottom ranked ones will be given special tutoring and kept on a probationary period where they'll only be expelled if they refuse to improve and don't put in effort."
"Now, about the dormitory issues. Rebuild it all with each student dormitory having a separate bathroom and add a laundry room, increase the accomodation facilities like beds and lighting, to increase comfort."
"... Pavillion Master, but the budget..."
"We don't have enough? Use the treasury, I know for a fact there's just a lot stored in there." Bei Bei waved his hand and decided, eyes glinting slightly at those who wanted to interfere in his decision, making them shut up.
"You all don't need to worry, for reformation and continued existence, investment is necessary." Bei Bei said calmly.
"Throw away that weird motto of 'Those who don't cause trouble are mediocre', are we Evil Soul Masters or something?! Change it."
"Let's make a new motto, 'With great power comes great responsibility.'"
Bei Bei said while nodding to himself, "Also, tear down this Sea God Pavillion, we'll make a new Pavillion....Wisdom Pavillion."
Although he wanted to name it Fantasy Pavillion, Yuhao would murder him so, he went with Wisdom Pavillion
"...Huh?! What blasphemy are you even speaking?!" Yan Shaoze was the first to lose his cool, even if he could tolerate the other changes, changing the motto and the Pavillion name itself was something Yan Shaoze couldn't accept.
"This is an Academy." Bei Bei said as he looked calmly at Yan Shaoze, "Why should we keep teaching students ethically wrong mottos and worship a God that ascended years ago."
"It's already time to reform and build ourselves anew.....or are you still holding onto the past glory, Yan Shaoze?" Bei Bei directly called his name.
The old man was speechless and pale as he sat down again, gritting his teeth slightly, "Also, destroy all the statues at Shrek's entrance except for Flanders'."
"For the Academy's students itself, that is enough."
"Now, about the Departments and Teachers. Some teachers arbitrarily expel students without reason, that shall not be allowed anymore. An annual teaching ability assessment will be conducted for teachers and those who fail will either recieve punishments or demotions or even being removed from teaching."
"An anonymous voting system for students will also be made, conducted annually to decide the best teachers by student opinion and those at the top can recieve rewards."
"...Now, for the Martial Soul and Soul Tool Departments. The funds for the Martial Soul Department will be halved and the funds for researching Soul Tools will be doubled alongside the half of the Martial Soul Department."
"We are far behind Sun and Moon in Soul Tool Developments and we need enough funds and ideas to atleast be a bit prepared."
Before Yan Shaoze could get angry, a glare shut the timid but prideful power obsessed old man up.
After all, he can't beat him.
"....As I was saying, the Martial Soul Department students will now have a mandatory course to learn to use Soul Tools, I won't force them to learn to make the tools but learning to use them is a necessary requirement that cannot be refused." Bei Bei said.
"Similarly, the Soul Tool Department will need to make sure their students also attend mandatory self-defense and training classes of the Martial Soul Department."
"For now, that will be enough, other reforms will have to be brought in slowly." Bei Bei said as he stood up and walked away while pushing Mu En's wheelchair.
